Sadly the animation community, in their neverending quest to find pointless ''lost media'' of shows made for toddlers, often lets opportunities such as these pass, as a Draft of the film, still titled ''Part One'' dated Febuary 14th 1978 was sold on ebay a few years ago, its final destination probably collecting dust and mold in some collector's drawer somewhere, never to be seen, instead of owned by a fan who could potentially scan and archive this absolutely inestimable piece of Film/Animation/Tolkien history.

I might put some hours in and re-do my old fan-edit, the original version (which I don't believe you can get anymore anyway) was filled with encoding errors, framerate issues as well as editing slip-ups I couldn't address at the time.
In wanting to capture the feel of the Errol Le Cain concept art of The Thief stealing yum yum shoes, I found out that the motif of Scheherazade's Third part resembles very closely the film's Love Theme that plays throughout, and also that particular section of Part 4 with the pizzicato and the escalation matches the editing/pacing of the scene almost as if it was made for it.

Using Storyboards made available on the internet thanks to a fan called Walruslaw who took the storyboards won in an auction by fans and scanned them for all the internet to see, I decided to re-insert and time the storyboards as if they were the actual deleted scenes in the movie, using a special ''isolated voice and sfx'' track to basicaly build an entirely different mix from scratch using extended parts of the Vince DiCola score and ''The Touch'' to make the scene as fluid as possible. Being made under the working title of ''A Penguin's Story'', The Pebble and the Penguin started production sometime during 1993 after production on A Troll in Central Park and Thumbelina ended, instead of going for an even younger audience like his past 3 films, Don Bluth aimed a little higher going off the success of Beauty and the Beast, wanting to bring the pre-teen dating crowd.
By late 1994 the film showed promise among the crew, but animation fell behind schedule, and soon after MGM and the Media Assets company seized control over the film, with the crew unable to fix Story problems, as well as MGM outsourcing the coloring for various scenes from a Hungarian company, a decision that upset directors Don Bluth/Gary Goldman to the point where they felt the project was unsalvageable, and quit the project demanding their names to be taken off the credits.
EDIT: According to Don Bluth, all of the film's balance was in Storyboard form, but when Don Bluth left Gary Goldman in charge to help start Fox Animation Studios, MGM disagreed with much of the film's aspects and demanded changes that resulted in Gary Goldman quitting, leaving MGM to finish the movie as they pleased, deleting scenes, re-writing others and re-recording dialog until they reached the final product, which both directors disowned.
Delayed until 1995, the film was not successful at the box-office, with criticisms focusing on the unfinished nature of the story and the below-average animation for Don Bluth standards, the film saw success in the home video release, and in 2007 Gary Goldman supervised a restoration for a re-release of the movie (to capitalize on the Penguin-craze of that time), the ''Family Fun'' release was nominated for a Satellite Award for Best Youth DVD, and later the same transfer was used for the 2011 Blu-ray.
NOTE: The Theatrical Trailer might feature pre-Hungary reshot scenes, but it might also feature scrapped Hungarian shots in exchange for actual Don Bluth shots, which explains why some scenes might feature coloring errors or missing effects in the Trailer compared to the final film.

During production, the film was subjected to countless test screenings and constantly being reworked to generate positive reactions, but in the process the film was extensively censored (The Duke's darker scenes were cut out/Goldie Pheasant was re-animated to have feathers covering her/painting her rack out) to ensure a G rating, and an extensive narration by Phil Harris (Voice of Patou) was added to desperately try to make sense of the story.
