The mug is filled with tap water heated to a near boiling temperature. The hot water freezes into small particles as they cool from small water droplets (or hot vapor) to ice. This phenomenon is not very well understood. This was taken on a cold Wisconsin day in February, -23C (~ -10F).

The Mpemba effect explains why hot water can freeze faster than cold water, but its not clear if this explains the video entirely.
