The idea that something can't be produced by things tha lack qualities it has been called a composition division fallacy. It's like saying you can't make walls from non-walls. In this video, I explain why this line of reasoning doesn't give us any reason to believe consciousness could be produced by matter.
A more sophisticated way to think about why matter can't produce consciousness is not guilty of a composition division fallacy. What it uses is the proportionality principle - the idea that the cause needs to be capable of producing the effect. Examples like H2O producing water and bricks-producing walls are certainly cases where the product has qualities which the constituents lack, but they are also cases where the qualities of the constituents are capable of producing the effects when combined together in the right way. Another way of saying this is that they are variations in the expression of existing qualities. Hydrogen and Oxygen both carry charges and have tendencies to form bonds etc. H2O simply has a different variety of these qualities. The qualities of matter and consciousness on the other hand are in entirely different categories from one another. There's nothing about the qualitative, unified, subjective experience that is consciousness which is a variation of any properties matter has. Because of this bricks and walls are not analogous. A more fitting analogy would be pulling a rabbit out of a hat, or yelling ar your TV and influencing the show being watched.
