Lee Kuan Yew School of Public Policy 2023-04-04 | ASEAN aims to realise the ASEAN Economic Community (AEC) by 2025, which entails establishing a single market and integrated production base. The AEC Blueprint provides numerous initiatives and agreements that must be implemented to attain this objective. ASEAN also has a Master Plan on ASEAN Connectivity with a deadline of 2025, which complements the AEC. There are also regional FTAs like RCEP that help ASEAN build closer trade linkages with its major trading partners. India’s Unfinished Status Quest: The Sino-Indian Dimension Lee Kuan Yew School of Public Policy 2023-03-15 | The Sino-Indian contestation is often discussed in terms of territorial conflict, ideology, power and influence. In this presentation, based on his forthcoming book, The Unfinished Quest: India’s Search for Major Power Status (Oxford University Press, 2023), T.V. Paul argues that the China-India rivalry has evolved into a larger contest for international and regional status. Status has been a source of conflict and cooperation since their advent as independent states in the 1940s, but it has worsened over the past decade since the arrival of Xi and Narendra Modi. China simply does not consider India as a status equivalent while the Indian elite think that they are. Much of the Chinese propaganda has been to show that India is a weak, post-colonial state, too tied to the US today and that it should assume a secondary role in Asia-Pacific accepting China’s primacy. In the decades ahead, this contest is likely to worsen as the status ambitions of the two giant Asian states are unlikely to be reconciled. However, India’s status quest remains an unfinished issue in world politics. Why have Indian leaders believed that the country has a destiny to rise as a global power? Despite their stated and unstated ambitions, why haven’t the larger bureaucratic and political elite worked hard enough to achieve this goal? You might have heard about it; you might have experienced it; you might want to avoid it; you might even hate it. Behind the biology of menstruation, there exists diverse context and multiple aspects of period issues that affects the survival, development, and progress of human beings.Since September 2021, National Taiwan University (NTU) launched the general education course “Period: Theory, Thoughts, and Actions,” (Period Course hereafter), the first of its kind among higher education institutions in Asia. Period Course is a joint effort from NTU's School of Medicine and D-school involving multidisciplinary faculty members and “With Red”, a non-profit organization in Taiwan promoting period awareness. It covers interdisciplinary knowledge starting from the biology and medical science of periods to period poverty. It closely integrates the Sustainable Development Goals (SDGs) of Quality Education (Goal 4) and Partnership For The Goals (Goal 17) to provide real-world responses and actions to address period issues relating to other SDGs such as No Poverty (Goal 1), Good Health and Well-being (Goal 3), Gender Equality (Goal 5). His research interests are public housing policy, homelessness, income security and minimum income standards.In August this year, Dr Ng published findings from a nationwide count of the number of homeless people sleeping on the streets and in temporary homeless shelters during the COVID-19 pandemic.This is the second nationwide street count of homelessness in Singapore. Drawing on research in China, India, and Russia and examining sectors from textiles to telecommunications, Micro-institutional Foundations of Capitalism introduces a new theory of sectoral pathways to globalization and development. FOI 2022 - Hong Siew Ching Series: Domestic Politics of China’s Foreign Policy Lee Kuan Yew School of Public Policy 2022-11-09 | On October 11, 2022, the Centre on Asia and Globalisation hosted Associate Professor Jessica Chen Weiss, Michael J. Zak Professor for China and Asia-Pacific Studies at the Department of Government of Cornell University, who presented on, “A World Safe for Autocracy: The Domestic Politics of China’s Foreign Policy”. The event was part of the Hong Siew Ching Speaker Series and took place during the Lee Kuan Yew School of Public Policy’s Festival of Ideas 2022.Prof. Weiss discussed the variation in China’s international behavior. At different times, and across different issue areas, China’s behavior has been labelled as “revisionist”, “stakeholder”, or “free-rider”. Addressing this puzzling variation, Weiss argued that Beijing’s foreign policy preferences and behavior across issue areas was both influenced by, and had an impact on, domestic politics.According to Weiss, two characteristics—centrality and contestation—shapes China’s domestic politics on any given issue.Sovereignty-linked issues like Hong Kong, Taiwan, and maritime disputes were of ‘high centrality’, while others like UN peacekeeping were of ‘low centrality’. International pressure on China over ‘high centrality’ issues, Weiss suggested, were more likely to backfire, resulting in bargaining failures and leading Beijing to breach international norms.Contestation referred to the degree of domestic division and contestation over government policy in a given international issue. Even authoritarian regimes are not monolithic, and they can face implementation and enforcement problems over highly contested issues.This approach of analysing how domestic interests shapes foreign policy was based on Kenneth Waltz’s ‘second image’ approach. Yet, Weiss also observed how the international environment exerted influence on domestic political choices, referring to this as ‘second image reversed’. For example, by framing resistance in Hong Kong and the US–China trade war as part of a national struggle, the Chinese government has sought to build public support for the costs of conflict, raise the domestic cost of international concessions, and signal its intent to stand firm against foreign pressure.Beijing has been strategic in determining when to allow or repress nationalist mobilization. For instance, it has tolerated the online harassment of Chinese netizens who criticise government policies on social media and online forums. Yet, the Chinese government also faces occasional challenges to control public sentiment. Its response to the restart of US patrols in the South China Sea in 2015 was seen as unsatisfactory by some Chinese nationalists and resulted in a drop in public approval for the Chinese government.Such dynamics between China’s domestic and foreign policy could have important implications for the trajectory of US-China relations. In the short term, Beijing’s policies thread the needle between projecting resolve and mitigating near-term risks of unwanted escalation. In the long term, repression of dovish voices in China will heightened US perceptions of threat. This reduces credibility of China’s assurances and ambiguity/flexibility in foreign perceptions of Beijing’s intent.It is important to understand that Chinese rhetoric plays to multiple audiences may be targeted towards reducing domestic contestation on central issues.Weiss concluded that China has behaved strategically as a “disgruntled stakeholder” and the Chinese Communist Party's ambitions are more nationalist than universalist. The best response to a rising China is an asymmetric approach that focuses on an affirmative, inclusive vision that creates space for cooperation on shared challenges and avoids conflict.When asked about how can the US not see China as a threat, Weiss said that China has not tried to promote autocracy nor overthrow democracy, but the CCP persist in safeguarding its own interests. As China becomes more interested in setting itself as an alternative to the US, the future of this ideological competition will depend on the actions that both sides will take.“A world safe for autocracy isn’t my ideal future. FOI 2022 - Ageing & Intergenerational Gap Lee Kuan Yew School of Public Policy 2022-11-09 | The United Nations 2017 report projects that the world’s population aged 60 or older will grow to 40.1% by 2050, and Singapore stands as one of the fastest ageing countries. This demographic transition poses several challenges for ageing societies. Without a sufficient tax-base to sustain the public programs to support the growing older generation, more aging individuals may suffer from a lack of retirement preparedness. Efforts to expand the size or the scope of old-age pension schemes are often met with disagreements from various stakeholders. While one way to improve the retirement preparedness is to extend the working lives of aging individuals, their labor market outcomes are continuously deteriorating—due to age-related discriminations as well as rapidly-evolving workplace technologies to which older workers have a harder time adjusting than their younger counterparts. Such challenges tend to lead not only to financial instabilities but also health issues. The impacts of population ageing as well as the responsibility to provide relief are unevenly divided across age-groups, gender, race, and employment type—potentially leading to further societal fragmentation and intergenerational gap. How will Singapore and other ageing societies cope with the growing numbers of older persons and facilitate better intergenerational relations? How can we revamp the pension schemes, healthcare, and the labour market to improve retirement preparedness? FOI 2022- Lim Tiam Seng Lectures: Deglamorizing Resillency: Transcending the notion of strength Lee Kuan Yew School of Public Policy 2022-11-09 | Climate change as manifested in the Philippines come in many forms, from the increasing occurrences of extreme weather disturbances, changes in the characters of these events such as the recent phenomenon of rapidly intensifying typhoons, and other such non-analog incidents. The physical uniqueness of the Philippine archipelago makes mainstream global approaches to climate change adaptation inadequate, at the very least. Small island ecosystems, such as what typifies the country, have many challenges that are not encapsulated in frameworks that are popularly used in climate change adaptation discussions and planning. Climate change impacts on food production, availability, and ironically, in the bigger picture: food and nutrition insecurity for the greater part of this agricultural nation’s population. Unfortunately, people living in poverty who are also the most vulnerable are hit the hardest. This further exacerbates pre-existing inequalities and injustices. Through all of these, the government relies heavily on the notion that Filipinos by nature are resilient and ignores its accountability to human-made disasters. As much as the word resilience exudes a sense of positivity and has been a source of Filipino pride, the word also means that there are persistent problems that the nation fails to address. Given the limited financial resources of the government, prioritizing food and nutrition sufficiency, access to consistent power supply, and good governance focused on clear and actionable plans must be at the top of the list. Only when every Filipino’s resilience is equally supported by sustainable development will the country’s vulnerabilities to shocks lessen. In a more globalized and transnationalized world, orders are not created by conventionally powerful states. ST Lee Disinguished Lectures: Public Policy in Mega City- Lessons Learnt from Jakarta Lee Kuan Yew School of Public Policy 2022-10-03 | Implementing public policies in the capital city of the world’s 4th most populous country, with all its dynamics and diversity, requires strong leadership. During Governor Anies Baswedan’s term in office, Jakarta has won more than 50 awards for innovations, breakthroughs, and effectiveness of government on all issues, ranging from public health, inclusivity, smart city system, to urban planning initiatives. Jakarta was the first city in Southeast Asia to receive the globally acclaimed Sustainable Transport Award in 2021, after finishing as the previous year’s runner-up.Governor Anies Baswedan was also widely praised for the transparent, science-based, and data-driven leadership during the pandemic, especially in the early days when many policymakers were not aware of the magnitude of the crisis.
