Project 2025, the controversial playbook and policy guide created by the Heritage Foundation for a future conservative presidential administration, has lost its director. In recent weeks, it faced scathing criticism from both Democratic groups and former President Donald Trump, whose campaign has tried to distance itself from the effort. But Project 2025’s plan to train an army of political appointees who could battle against the so-called deep state government bureaucracy remains on track.
For transparency, we are publishing the videos as we obtained them.
The Heritage Foundation and most of the people who appear in the videos cited in our story did not respond to ProPublica’s repeated requests for comment. Karoline Leavitt, a spokesperson for the Trump campaign, said, “As our campaign leadership and President Trump have repeatedly stated, Agenda 47 is the only official policy agenda from our campaign.”

Researchers call schools like these “segregation academies” and say they have diverted funds from public education, perpetuating poverty and inequality.
Cookie hoped that her work desegregating schools would lead to more equal educational opportunities for future generations. Yet, when Zo’e began to have problems at her local public middle school, her family searched for options. Almost all were schools that remain largely segregated.
With the help of a state voucher-like tuition grant, Cookie has paid for Zo’e’s seventh grade year at the school. But she’s not sure she can continue to afford it.
This short documentary explores the challenge the family now faces.

Project 2025, the controversial playbook and policy guide created by the Heritage Foundation for a future conservative presidential administration, has lost its director. In recent weeks, it faced scathing criticism from both Democratic groups and former President Donald Trump, whose campaign has tried to distance itself from the effort. But Project 2025’s plan to train an army of political appointees who could battle against the so-called deep state government bureaucracy remains on track.
For transparency, we are publishing the videos as we obtained them.
The Heritage Foundation and most of the people who appear in the videos cited in our story did not respond to ProPublica’s repeated requests for comment. Karoline Leavitt, a spokesperson for the Trump campaign, said, “As our campaign leadership and President Trump have repeatedly stated, Agenda 47 is the only official policy agenda from our campaign.”
In this video, Paul Ray talks about what the so-called administrative state is, what it does and how a conservative administration could use its authority to rein in government regulation.
Ray is a former Trump administration lawyer who served as the administrator of the Office of Information and Regulatory Affairs during the Trump administration.
