Pete Hegseth, President Donald Trump’s nominee to lead the Pentagon, was confirmed as the next secretary of defense after Vice President JD Vance cast the tiebreaking vote in the Senate Friday night. Senators voted 50-50 before Vance had to be called in to tip the balance. Hegseth will take the helm at the Defense Department as the DOD gears up for potential wars against high-tech adversaries such as China. During his confirmation process, Hegseth pledged that as defense secretary he would prioritize investments in AI, drones and counter-drone systems, among other technologies that he considers key to military modernization. Soon after his confirmation, Hegseth issued a message to the military on Saturday that expressed his intent to quickly field emerging capabilities to deter China and others.

Defense leaders are weighing their options to deploy various types of military drones on the U.S.-Mexico border for information-collecting and surveillance operations in support of the Trump administration’s move to rapidly expand troop presence there, a senior military official told reporters Wednesday.
“A lot of the ground units now have tactical [unmanned aerial systems, or UAS] that they might bring in,” the official said during an off-camera briefing at the Pentagon. The Biden administration’s Department of Homeland Security unveiled a list of artificial intelligence uses that are prohibited for agency missions as part of a new directive quietly introduced last week. The directive, which is DHS’s latest effort to create a guiding policy for the use and acquisition of AI, also sets governance requirements for how the department and its components should approach the technology — including how it should buy, test and operate it, and report any incidents involving its use. Also: Just hours after the Trump administration took office Monday, the president signed a flurry of executive orders, many of which are likely to have significant impact on federal technology operations. Most notably, Donald Trump signed orders to claw back Joe Biden’s executive order on artificial intelligence and called for a return to office for federal employees. Trump’s repeal of the AI EO didn’t come with any policy replacing the Biden administration’s, which established a roadmap for the federal government to address the growing technology while managing risks. Meanwhile, Trump’s new order for a return to in-person work called for agency leaders to “take all necessary steps to terminate remote work arrangements and require employees to return to work in-person at their respective duty stations on a full-time basis.” Trump also issued an order establishing the Department of Government Efficiency, or DOGE. The order renames the U.S. Digital Service as “the United States DOGE Service” and charges it with “modernizing Federal technology and software to maximize governmental efficiency and productivity.”

Federal agencies with top-secret workloads can now use OpenAI’s GPT-4o through Microsoft’s Azure for U.S. Government Top Secret cloud. Microsoft announced Thursday it received authorization for 26 additional products in its top-secret cloud environment, meeting Intelligence Community Directive (ICD) 503 standards and allowing agencies — particularly those in the intelligence community and Defense Department — to use them for the government’s most classified information. Those added tools include Azure OpenAI Service — which provides Azure customers access to OpenAI’s generative AI large language models — and Azure Machine Learning, among others.

The Office of Personnel Management has a new top IT official: Melvin Brown II is now the agency’s chief information officer following Guy Cavallo’s retirement from federal service. Before his promotion, Brown was the deputy CIO at the agency and served in that role since January 2021. In a written statement, an OPM spokesperson said Brown “has been an integral leader in delivering many of OPM’s accomplishments in modernizing IT.” That includes the agency achieving an “A” score on its Federal Information Technology Acquisition Reform Act, or FITARA, scorecard, which tracks agency progress in multiple IT areas. Prior to joining OPM, Brown directed enterprise business management within the Small Business Administration’s Office of the CIO and was a senior adviser to the Department of Homeland Security’s Presidential Transition Office.

President Joe Biden on Saturday signed into law the Government Service Delivery Improvement Act, legislation that targets improving customer service interactions with the government. The bill was first introduced by Reps. Ro Khanna, D-Calif., Byron Donalds, R-Fla., Barry Loudermilk, R-Ga., and William Timmons, R-S.C., in October 2023. Now as law, it requires the Office of Management and Budget to choose a senior official as a “Federal Government Service Delivery Lead” to coordinate government service delivery improvement within agencies. That service delivery lead would also work with new agency-appointed senior officials, who must be named within a year of the bill’s enactment, to oversee their organizations’ delivery improvements.

The Defense Department has tapped Kratos to develop a testbed for hypersonic vehicles under the Multi-Service Advanced Capability Hypersonic Test Bed 2.0 program, the company announced Monday. The other transaction authority agreement is for Task Area 1 of MACH-TB 2.0, an initiative that broadly aims to expand options for the Pentagon to demonstrate and validate hypersonic weapons and related technologies. If all options are exercised, the deal has a performance period of five years and a total value of $1.45 billion — the single largest contract ever awarded to the contractor.

Federal civilian agencies have a new list of cyber-related requirements to address after the Cybersecurity and Infrastructure Security Agency on Tuesday issued guidance regarding the implementation of secure practices for cloud services. CISA’s Binding Operational Directive (BOD) 25-01 instructs agencies to identify all of its cloud instances and implement assessment tools, while also making sure that their cloud environments are aligned with the cyber agency’s Secure Cloud Business Applications (SCuBA) configuration baselines.

The Department of Homeland Security has built an artificial intelligence-based chatbot it’s calling DHSChat, the latest in a string of agency experimentations with generative AI. DHSChat is designed as a chatbot meant for internal use within the agency, according to a press release shared Tuesday. The tool was developed by DHS’s AI Corps and its director, Michael Boyce, after employees experimented with commercial generative AI tools, including Claude and ChatGPT. In a statement, Homeland Security Secretary Alejandro Mayorkas said that the “cutting-edge tool” would help workers across DHS “draft vital reports, summarize critical information, develop new software, streamline administrative tasks, and much more.”
The Department of Health and Human Services was among the first federal agencies to release its 2024 AI use case inventory Monday, reporting a roughly 66% increase in uses from the previous year. In a post accompanying the inventory, Steven Posnack, HHS’s principal deputy assistant secretary for technology policy and principal deputy national coordinator for health IT, highlighted the health agency’s increase from 163 to 271 use cases and noted the varying stages of development. The new figure, for example, includes uses for operation and maintenance and in acquisition and development, as well as 16 uses that are retired. The inventory comes as agencies across the federal government are expected to release new and expanded lists of AI use cases for 2024.

NASA is researching options to replace an existing electronic health record system that supports some unique patients: astronauts. In a request for information, the agency said it’s looking to replace a system that currently holds roughly 30,000 records for NASA employees that date back to the founding of the U.S. Space Program. The request, which is purely information-seeking and may be used to finalize a request for quotes, was initially posted in November and responses were due Friday. While that current system, which is installed primarily at the Johnson Space Center in Houston, is understood well and configured for the agency’s current workflows, it’s limited in its “patched together work arounds,” “manual processes and procedures,” and “single points of failure in both system and human terms,” NASA said in response to questions on the request posted to SAM.gov Thursday.

The Department of Energy has to invest in and establish enterprise-wide data analytics to mitigate risk better and take action to begin implementing artificial intelligence capabilities in its Office of Intelligence and Counterintelligence, two Office of Inspector General reports this week recommended. Lawmakers in the House and Senate introduced a bipartisan bill Wednesday that would create an advisory panel aimed at developing a national strategy for technologies such as virtual and augmented reality. Under the United States Leadership in Immersive Technology Act, the Department of Commerce would be directed to establish such a panel that would advise the president on how to use those technologies, known collectively as immersive technologies or XR, for commerce, trade and economic competitiveness. That panel would also study XR and its impact on national security, according to a release from sponsor Rep. Suzan DelBene, D-Wash., announcing the bill.

The Office of Personnel Management will lean heavily on artificial intelligence as it leverages a recent Technology Modernization award to update legacy mainframe programs for its retirement systems, according to an agency spokesperson. OPM’s award is meant to help the agency deliver a new online system for retirees, the spokesperson said in an email to FedScoop, and will serve as one step in a larger modernization roadmap to reduce costs and modernize critical systems. For this specific project, OPM is planning to use TMF funding to rehost legacy systems in the cloud and use AI to rewrite the existing Common Business Oriented Language (COBOL). The project is expected to take about two years, and the agency will award a contract to a vendor for most of the work. However, the spokesperson said in-house staff will be “heavily involved in reviewing and validating the outcomes of the redeveloped code.”
