They provide only enough Walk time to get pedestrians halfway across the street each cycle - even though there is actually a much longer portion of the cycle when one stage of the crossing could display Walk.This video was taken outside of peak periods (on a Saturday). During weekday peak periods, the delays to pedestrians would be substantially longer due to a longer cycle length.
