À la dérive : La crise du littoral sénégalais et la route funeste vers lEurope – an EJF film Environmental Justice Foundation (EJF) 2025-05-12 | Abdou et son père sont séparés par 1 500 km d'océan, une distance qu'Abdou a parcourue en novembre 2020. Parti de Joal-Fadiouth, un petit village de pêcheurs au Sénégal, il a atteint l'île espagnole de Tenerife, au large du Maroc, après avoir passé environ quatorze jours en mer sur un bateau de pêche en bois. Cette route, de plus en plus empruntée par les habitants de l'Afrique de l'Ouest pour rejoindre l'Europe, est considérée comme l'une des plus meurtrières au monde. En 2023, on estime que 3 000 personnes parties du Sénégal ont perdu la vie en tentant ce périlleux voyage.La famille d'Abdou est très attachée à la pêche. Son père, son oncle, ses frères et sœurs, ses cousins et sa famille élargie ont tous travaillé dans le secteur de la pêche artisanale au Sénégal. Un moyen de subsistance aujourd'hui gravement menacé.La mauvaise gestion de la pêche et l'expansion de la flotte de chalutage de fond, en grande partie détenue par des étrangers, ont décimé les populations de poissons, mettant en péril le tissu économique et social des communautés côtières comme celle de Joal.Pour Abdou, ses proches et des milliers d'autres Sénégalais, la pêche dont ils dépendaient autrefois n'est plus une option. Adrift: Senegal’s coastal crisis and the deadly route to Europe – an EJF documentary Environmental Justice Foundation (EJF) 2025-05-12 | Abdou and his father are separated by 1,500 km of ocean – a distance Abdou travelled in November 2020. He left Joal-Fadiouth, a fishing town in Senegal, and eventually reached Tenerife, a Spanish island off the coast of Morocco, after spending approximately fourteen days at sea in a wooden fishing boat. This route, increasingly used by people in West Africa to reach Europe, is considered one of the most deadly on Earth. In 2023, an estimated 3,000 people departing from Senegal alone lost their lives attempting the same perilous journey.Fishing runs deep in Abdou’s family. His father, uncle, siblings, cousins, and extended relatives have all worked in Senegal’s artisanal fishing sector – a livelihood now under severe threat. Continued poor fisheries management and the expansion of a largely foreign-owned bottom-trawl fleet have depleted fish populations, jeopardising the economic and social fabric of coastal communities like Joal.For Abdou, his loved ones, and thousands of others along Senegal’s coastline, the fishing they once depended on is no longer an option. With few alternatives, more and more people are being pushed toward life-threatening journeys, seeking opportunities elsewhere. This escalating, intersecting crisis demands urgent attention and action. That’s the definition of insanity.I am concerned that instead of protecting what we need to protect today, we are destroying a very important ecosystem for humanity, one of the last ecosystems and last areas, pristine areas in the planet that we depend on.We're seeing from science about severe, irreversible damage that deep-sea mining can cause. Indigenous peoples and the communities that are closer to the ocean will be the ones to be more impacted and first impacted.The Pacific Ocean has been already subject to a lot of destructive activities, including the nuclear tests, fisheries destruction, now with the impacts of climate change. So, in addition to that, mining the deep sea bed in that area will increase these impacts, perpetuating these systemic inequalities that we're seeing.There are many alternatives that even industry have highlighted. There are a lot of ways that we can do the transition without destroying the oceans and without, by the way, increasing the destruction of ecosystems. We should have caution and use humanity’s intelligence to find other alternatives for these minerals that today the just transition is needing.There is a responsibility of all states, of course, to respect, protect, and fulfill all human rights, including the right to a healthy environment. But there is a specific, bigger responsibility of industrial wealthy nations that have contributed the most to climate change, environmental degradation, and biodiversity loss. They have the responsibility to implement a precautionary approach, which means that deep-sea bed mining should be either banned or have a moratorium, so that states have some time, at least, to gather more information to have a final decision. This is something that, as a Special Rapporteur, I definitely recommend to do.A right to a clean, healthy, and sustainable environment is a reminder in law about something that Indigenous peoples have known and that humans should have known: that we’re part of nature, and that we need clean air. We need healthy ecosystems and healthy oceans to live. We cannot continue extracting everything. We have to think about how to repair and restore all ecosystems, including coastal ecosystems and oceans, instead of increasing the damages that humanity already has done.

In 2020, investigators from the Environmental Justice Foundation (EJF) identified two vessels engaged in unauthorised tuna fishing in the Atlantic, revealing a 'ghost fleet' exploiting vulnerable crews, engaging in illegal practices like shark finning, and smuggling high-value catches into global markets. Bottom trawling is precipitating the collapse of Senegals artisanal fisheries. Environmental Justice Foundation (EJF) 2023-10-12 | Artisanal fishing communities are the beating heart of Senegal’s fisheries sector. Yet they are under threat from severe declines in fish populations, driven in part by overfishing by the bottom trawl industry.Senegal’s bottom trawl fleet, one of the largest in West Africa with 99 licenced vessels in 2019, is mainly controlled by foreign actors in the EU and China through opaque joint venture arrangements that enable the plundering of Senegal’s fisheries resources and the persistence of environmentally damaging fishing practices, to the detriment of local communities. The production from Senegal’s bottom trawl industry almost exclusively supplies foreign markets mainly in the EU, while many Senegalese households struggle to buy fish from local markets for their personal consumption.Declining catches and frequent loss of property are having severe impacts on the livelihood andliving conditions of artisanal fishing communities, with repercussions for Senegal’s population as a whole. Artisanal processors and small-scale fishmongers are struggling to buy fish because of dwindling supply. The availability of fish protein for Senegalese households has declineddramatically within a decade, driving a stark increase in prices and putting the poorest at risk of being denied access to a critical food source. The Environmental Justice Foundation spoke with communities at the sharp end of this crisis taking place on Senegal’s coast. Our report and film provides detailed recommendations to the Senegalese government, as well as states and businesses importing fish products from Senegal, for how to mitigate the environmental and socio-economic impacts of bottom trawling in Senegal and secure the livelihoods and food security of artisanal fishing communities.
