The policy came to light after Jordan Fox, who was injured by a roadside bomb in Iraq and sent home three months early, received a letter asking him to repay $2,800 of his signing bonus. Fox had been hospitalized for several months, and still has an injured back and a blind right eye. "I was just completely shocked," Fox said. "I couldn't believe I'd gotten a bill in the mail from the Army." Upon signing up for military service, troops may receive up to $30,000 in signing bonuses. These bonuses are contingent upon fulfilling a specified term of service. But according to CBS affiliate KDKA in Pittsburgh, the military has asked "thousands" of injured troops to return part of their bonuses. In response to the KDKA report, a military spokesperson replied that the bill sent to Fox was a mistake. "If you are ill or were injured while on duty, the Army will not ask you to repay any portion of your recruitment bonus," said Brig. Gen. Mike Tucker. But the military has refused to comment on charges that thousands of soldiers have received letters similar to Fox's. In addition, the military has only specified that wounded soldiers will not be asked to repay any of their bonuses -- it has not promised to pay full bonuses to injured soldiers in cases where the bonus was not paid up front. "I am disappointed that the policy does not go further by stating that wounded soldiers will also receive the remaining balance of future bonus payments," said Rep. Jason Altmire of Pennsylvania. "It is preposterous for our government to have a policy that says that a soldier who has sustained serious injuries in the field of battle has not fulfilled his or her service obligation." The 10-minute video recording clearly shows four RCMP officers talking to Robert Dziekanski while he is standing with his back to a counter and with his arms lowered by his sides, but his hands are not visible. About 25 seconds after police enter the secure area where he is, there is a loud crack that sounds like a Taser shot, followed by Dziekanski screaming and convulsing as he stumbles and falls to the floor. Another loud crack can be heard as an officer appears to fire one more Taser shot into Dziekanski. As the officers kneel on top of Dziekanski and handcuff him, he continues to scream and convulse on the floor. One officer is heard to say, "Hit him again. Hit him again," and there is another loud cracking sound. Police have said only two Taser shots were fired, but a witness said she heard up to four Taser shots. A minute and half after the first Taser shot was fired Dziekanski stops moaning and convulsing and becomes still and silent. Shortly after, the officers appear to be checking his condition and one officer is heard to say, "code red."... LOZANO Tue Aug 14 HOUSTON - In a confrontation captured on videotape, a hospital security guard fired a stun gun to stop a defiant father from taking home his newborn, sending both man and child crashing to the floor. Now William Lewis says his baby girl suffers from head trauma because she was dropped. "I've got to wonder what kind of moron would Tase an adult holding a baby," said George Kirkham, a former police officer and criminologist at Florida State University. "It doesn't take rocket science to realize the baby is going to fall." Lewis, 30, said the April 13 episode began after he and his wife felt mistreated by staff at the Woman's Hospital of Texas and they decided to leave. Hospital employees told him doctors would not allow it, but Lewis picked up the baby and strode to a bank of elevators. The elevators would not move because wristband sensors on each baby shut them off if anyone takes an infant without permission. Lewis, who gave the video to The Associated Press, said his daughter landed on her head, but it cannot be seen on the video. He said the baby continues to suffer ill effects from the fall. "She shakes a lot and cries a lot," Lewis said, noting doctors have performed several MRIs on the child, Karla. "She's not real responsive. Something is definitely wrong with my daughter."...
