Dozens of boats were found smashed up against each other while other boats sank into the ocean. Then, a six-foot-tall dock, believed to be from Japan, washed ashore in Newport more than a year later. Then in 2022, a volcanic eruption more than 5,000 miles away sent waves into the Oregon coast, which triggered a tsunami advisory.
“I thought it was going to be worse than what it was, but it was just the volcano erupted underwater, and it was ended up being a six-foot wave,” Steven Guasp, a cook at Newport Café remembered. “It was a reality check, really, was of the seriousness of what could possibly happen living on the coast."
On Thursday, a 5.0 earthquake struck. The U.S. Geological Survey said it happened about 75 miles from Coos Bay.
"My mom, she's super worried about the tsunamis that could come. So, she was pretty stressed out about it,” Zachary Cromwell, manager at Newport Café, said. “I didn't look at it as anything too substantial because I didn't feel anything."
Earthquakes are common off the Oregon coast as it sits along the Cascadia Subduction Zone, but it is also a reminder how vulnerable the region can be.
Newport's risk to a tsunami is about 100 times higher than the risk to a tornado anywhere in the U.S., according to FEMA.
“Since 2011, Newport, Oregon has worked to increase the safety of its residents and businesses against the threat of a tsunami,” a report from FEMA said. “In partnership with other public and private entities, the city identified and retrofitted a tsunami assembly area, ‘Safe Haven Hill.’”

You might be surprised to hear that a majority of them said they wanted cellphone free classrooms.
The district also held focus groups at Cleveland and Grant high schools, since both schools have current cellphone ban policies. A Grant High School student explained to us what the policy looks like in action.
“So, before you go in the school, you have to put your phone in the pouch, and then they check at the front door if you have your pouch closed and your phone's in it,” said Eren Mersereau.
The results of the focus group show that kids felt like they could focus better.
“I think it's good because it helps us learn easier, because I think last year, and this is just me and myself, I struggled with being on my phone in class,” said Malik L. Mason, a Grant High School student.
“I feel like it's helping us learn more and not feel as distracted and focused more in class,” said Gage Creasey, another Grant High School student.
“I think it's a good idea because we learn a lot in class, but it's obviously a little frustrating,” said Mersereau.
The study also shows that students did have safety concerns about not having their phone when leaving campus for lunch. And not having their phone in the case of an emergency.
Students at McDaniel High School tell us their thoughts on a potential cellphone ban at their school.
“Just put it away during class or put it in your backpack, keeping it in your backpack is a good enough policy, I think, but yeah, it’s mostly a good thing,” said Cole Clark, a student at McDaniel High School.
“I feel like cellphones can potentially be a tool in classes, but I do believe on like, restrictions,” said Emilia de la Rosa, a McDaniel High School student.

The four major hospitals in our region - OHSU, Kaiser Permanente, Providence, and Legacy, all said they are conserving IV fluids and monitoring their inventories. OHSU has already postponed some surgeries.
“A lot of manufacturers are trying to be very judicious about where they send fluids to, making sure that everybody’s getting a little bit and not one big facility is buying up all the fluids,” said Lindsay Dye, a physician’s assistant at Evergreen Urgent Care in northwest Portland.
60 percent of the nation's IV fluid comes from Baxter International's North Carolina plant, which was ravaged by floodwaters during Hurricane Helene, and is closed for the foreseeable future.
“A lot of the plants are looking outside the country to try to get fluids, so it is surprising to me that we're so reliant,” said Dye.
Dye said their main goal is to keep people out of the emergency room. There's a simple way you can help.
“Trying to stay healthy from infectious diseases so washing hands, wearing masks when it's appropriate,” she said.
Doctor Matthew Lewis is a plastic surgeon at the Pearl Surgicenter in northwest Portland. He said the small independent surgery center gets an allocation of 24 bags per month based on its number of surgeries.
“So all the rest of those bags have to be ordered from private vendors,” he said. “With the shortage, those costs are going up a lot.”
Although most of the surgeries Dr. Lewis does are elective, he said when hospitals cancel surgeries, it has a domino effect on smaller practices.
“More often than not we’re having to do the same thing because they are prioritized and so if they are starting to have to cancel cases because they can’t get supplies, very frequently we’re having to do the same thing.”
Lewis said if you have upcoming surgery that gets postponed, please be patient because sometimes there isn't another solution other than waiting until supplies become available.

The office says it has seen hundreds of calls, mostly from out of state, with claims that Oregon Secretary of State,LaVonne Griffin-Valade, intentionally excluded former President Donald Trump from Oregon's voter pamphlet with some callers also claiming that she had removed him from the ballot. Neither claim is true.
Both the Oregon Republican Party and Regional GOP spokesperson,Rachel Reisner, confirmed that Trump's information was not on the pamphlet because he did not submit a statement. Voters wanting information about his platform are advised to go to his website.
Many ballots have already been mailed out and Trump is on the Oregon ballot.
Laura Kerns, a spokesperson for the Secretary of State's Office, said phone lines were fully shut down Thursday and were only partially back in service Friday.
"We will be screening voicemails. Oregonians who call with specific, answerable questions about the election will be prioritized for a return call. At this time, we plan to fully reopen Monday," she said in a written statement.
The office shared audio of a vile voicemail in which a caller uses multiple vulgar insults towards women and calls for violence against Griffin-Valade. Kerns said the office has been getting hundreds of those types of calls.
"The volume and hostility of calls remains high today. We received about 400 calls on Thursday morning alone," she said in a statement. "It’s not unheard of to receive the occasional threat around a major election, whether it’s directed at us or other elections officials in Oregon, but yesterday and today are extreme in the level of hostility."
Multnomah and Clackamas County election officials said the issue was not affecting them however Marion County Clerk Bill Burges said his election works have been getting a number of angry calls.
"Most the people are nice, but about 25% of the people are pretty darn abusive to my staff calling the names and swearing at them," he said. "Every once in a while we can get a person who goes from that point to where they're smiling or at least laughing at the end. That's our goal."
He said election workers are trained in de-escalation tactics and have also received training on identifying threats. He said staff also check in on each other and support each other in the tense environment.
"We're just encouraging each other. I've got a very resilient staff a very caring staff a very dedicated staff that they want to get the job right no matter what and they believe in democracy and they believe we have to do everything we can to make it work," Burges said. "We're not going to be deterred we're going to make sure that this election works for everybody that wants to participate."

A spokesperson for the department says they are still investigating the source of the smell.
Brittny Goodsell, Southwest Region Office (SWRO) Communications Manager, named WestRock Mill as the facility locals are questioning as the culprit. WestRock is a wood pulp mill that specializes in pulp and paper products.
“We’re aware this idea is out there, but we haven’t reached a conclusion about whether the WestRock Mill in Longview was involved in the odor. At this time, we’re still gathering data before we can make that conclusion,” Goodsell said during an interview. “We regulate that mill and they have the proper permit to do their work.” Goodsell says it’s common for pulp mills to have odors.
“The duration of and geographical reach of this particular odor that started a few weeks ago is uncommon, and we are unclear at this time if it came from WestRock,” she explained.
“Again, we’re reviewing records and data from the nearby mills to reach a conclusion. Until we have all the data, we don’t have other details or findings to currently offer.”
The stink was first reported in late September, sweeping through Clark County and down into the Portland metro area. Resurgences were reported in SW Washington and Portland several times.
Multiple emergency sources said they'd received reports of eye and throat irritation, as well as headaches, that were possibly related to the smell.
The stink itself has been described by witnesses as smelling like anything from natural gas, to raw sewage, to rotting meat.

“For me, it is utterly disappointing, obviously, as the county chair, but just as a community member in Multnomah County who really wants our governments to be working together,” Vega Pederson said.
On Wednesday, Portland City Commissioners Rene Gonzalez, Mingus Mapps and Dan Ryan said the county is not meeting the milestones laid out in the contract.
“I think that they're not looking. I mean, frankly, we have been so proactive in communication about the work that's happening,” said Vega Pederson.
Gonzalez and Mapps are running for mayor and Vega Pederson called yesterday’s actions a political stunt.
“I don’t think the actions yesterday showed true commitment to governance. I'm afraid it had more to do with politics than governance,” she said. “The fact that this kind of mandate that happened on the same day that ballots dropped is a little more than a coincidence my mind.”
County Commissioner Julia Brim-Edwards disagrees.
“I think a refusal to listen to the concerns that were raised or just dismiss them as politics is very shortsighted and it actually is not representative of what I heard at yesterday's City Council meeting,” she said.
The Joint Office of Homeless Services was formed in 2016, but despite the partnership, homelessness has increased by 65% in Portland from 2015 to 2023, according to the city.
Brim-Edwards said she agreed with some of the points city commissioners made.
“This specific agreement does not commit the city and county to specific outcomes and improvements in the net number of individuals living on our streets without access to shelter or housing,” she said.
The contract between the city and county, which was renewed in July, is costing city taxpayers $31 million.
“If part of this stepping away is taking away that money, that means we're going to be losing over 650 shelter beds in our adult system and trying to find a way to pay for that,” said Vega Pederson.
But Brim-Edwards took Wednesday's meeting as the city signifying to the county that they need to see more progress.
“We need to stop the name calling and gaslighting, and our community expects us to work together to solve our problems, and that's what we should be doing,” she said.
The three city commissioners did not provide an alternative plan. If the Council votes to dissolve the contract, it will have to give the county 90 days’ notice of termination.

"It is going to be top-notch, like nothing this region has ever seen, that will begin to meet the care continuum of clients that struggle with substance abuse homelessness no matter where they are at with multiple entry points to really address this crisis that we all see every day," said Commissioner Ben West during an interview with various media outlets on Thursday.
The county aims to eventually have all of the following services available at the campus:
Detox (withdrawal management) Stabilization Outpatient services (including mental health treatment) Residential treatment beds Medication-assisted treatment Peer support from those in recovery Job skill development Transitional housing Medical and dental care (may be provided on site or off-site)
The funds to purchase the property come from the Metro Supportive Housing Services tax, Community Mental Health Program grants and American Rescue Plan Act (ARPA) funds. The county will not be using any of its general funds for the purchase or development of the property. County officials say funds to build out the campus will come from a combination of Supportive Housing Services funds, the private sector, and state, federal and local funding.
Once the county partners with a slew of organizations that will run these operations, the cost to operate the facilities is expected to be covered by Medicaid waivers and state behavioral health funds. West estimates the county could get through permitting and secure partners in time to break ground as early as next year.
He acknowledged the goals are lofty but said he believes Clackamas County's unique way of operating will circumvent the systemic failures that he believes have made the state one of the worst off when it comes to access to treatment and high overdose numbers.
"Most of the news is of the disfunction and the lack of ability to fully address the crisis before us. There are a lot of news articles across not just Oregon but nationally and globally about how we are floundering and not rising to the occasion to meet the crisis head on. Much of the efforts seem to be more ideological than affective," he said during the Board of Commissioners meeting on Thursday. "In Clackamas County we were purposeful in implementing a recovery-oriented system of care that is much different than the rest of the state, and it is by no accident that we have by far the best outcomes."

Portland's current mayor, Ted Wheeler, decided against running for reelection, and 19 candidates are vying to be the next mayor of the Rose City. Five of them debated during KATU's event: City Commissioners Rene Gonzalez, Mingus Mapps and Carmen Rubio, as well as Keith Wilson, the CEO of a local trucking company and founder of nonprofit Shelter Portland, and Liv Østhus, an activist, writer, musician, artist and stripper working in Portland.
After the first of the year, Portland will no longer be a commission form of government and whoever is elected mayor during this year's Nov. 5 election will take on a new role. The mayor will no longer vote with the City Council, except as a tiebreaker. The new mayor's position will also be more administrative.
Also, as part of the changes, 12 city councilors will be elected from four newly created districts.
KATU's Steve Dunn moderated the live televised debate that took place at Willamette University's Pacific Northwest College of Art in downtown Portland.
The candidates debated the city's camping ban and the state's new law that recriminalizes the possession of hard drugs, as well as new deflection programs aimed at giving people the option of drug treatment before they end up in the legal system.
But the issue of homelessness and the tents that have sprung up within areas of the city was the central issue the candidates debated Thursday.
"I've led on the enablement culture in the city of Portland. That means cessation of handing out tents and tarps that creates an environment that draws more into the city of Portland," Gonzalez said. "At the same time I fully support, as part of the Gonzalez plan on shelter, I fully support the task sites and Safe Rest Villages."
Task sites and Safe Rest Villages provide "onsite behavioral health, addiction, mental illness and has a much superior track record of getting people placed in long-term housing," Gonzalez said.
He took aim at one of his opponents on the stage, Wilson, saying his plan is far better than the congregate shelters that Wilson advocates for, claiming more people turn down congregate shelters than they do task sites and Safe Rest Villages.
Wilson did not directly address Gonzalez's claims during his response to the question of how the city would alleviate homelessness within its borders, even though he was the next candidate after Gonzalez to speak about the issue.
"We've got a city that is not taking action," Wilson said. "And then we have individuals who say, 'We're going to apply tough love,' but tough love without love is just cruelty."
He said the humanitarian crisis needs to be addressed first, and the city can't just use congregate shelters, task sites or Safe Rest Villages to be part of the solution. Everything at the city's disposal needs to be used to end homelessness, he said.

Metro is calling this its largest affordable housing project, costing more than $41 million from a voter-approved bond.
The shovels were in last week, ready for workers to begin building it. The project is happening in Milwaukie where, according to the U.S. Census Bureau, about 1,500 people live in poverty and many more are being priced out," said Milwaukie Mayor Lisa Batey. "We do know that the younger generation of families that have lived in Milwaukie for years, the younger generation can't afford their own places."
The project has faced a series of challenges, as it took six years for construction to begin, and many who lived in the area were not fans.
"One of the primary areas that the housing authority in Clackamas County wanted to invest in was redeveloping this site. It was old, it was outdated,” said Metro Councilor Christine Lewis.
The site was home to a World War II-era public housing project where 54 affordable homes stood until many were forced out.
"They worked over the past year to make sure every single one of those families had a place to live,” Lewis responded when asked if the people who were forced out will be able to move back in.
“When the new buildings open, they'll be offered first opportunity to move back to their old community or they can stay where they relocated to. It'll be their choice,” she added.
Batey said next week they are going to kick off a 15-unit cottage cluster that could make it easier for people on low income to own a home.

Some voiced concerns about what they say is a lack of necessary progress, in spite of spending millions of dollars on the issue.
Commissioners told the city attorney to draft an ordinance to end the relationship. One reason being the lack of cohesion.
“We're trying to solve two fundamentally different problems. The city is focused on trying to move people from the sidewalks into shelter. I think the county is trying to prevent people from falling into homelessness,” said Mapps.
Another being what most commissioners say is the lack of results in spite of dumping tens of millions of dollars into the project for years.
“I'd like to see real-time data that shows if someone, I want to see net gains. So when I hear that x amount of people have been housed, but how many people are now on our streets?” said Commissioner Dan Ryan.
Commissioner Rene Gonzalez says the city has an approach that is working.
“One, the city is doing a really good job on Safe Rest, say for us villages and task sites. These are improvements over congregate shelter. We're getting real placement in housing. We're doing that well operation. I'd like just to build a lot more, but that is a proven path,” he said.
After uproar about the issues with the county and city's partnership, the county and the city joined forces to revamp their homelessness response.
“It is a work in progress, and it’s about taking our authority in those conversations and putting hard questions on the table. So for me, I feel like we still do need to see this through,” said Commissioner Carmen Rubio.

When a disaster happens, FEMA will decide which counties are eligible for the temporary roofing and announce the website and call center's phone number to sign up.

The 31-year-old singer passed away Wednesday evening, Alberto Crescenti, who heads the state emergency medical system, said.
"There was no way to revive him. He had very serious injuries that were incompatible with life," Crescenti said, according to News Day Mundo. Reports indicate Payne was found dead outside the Casa Sur Hotel in Buenos Aires.
Pablo Policicchio, the spokesperson for the Security Ministry of Buenos Aires municipality, said in a statement to The Associated Press that Payne “had thrown himself from the balcony of his room.”
Policicchio said police were dispatched to the hotel in response to an emergency call about an “aggressive man who could be under the influence of drugs or alcohol.” Arriving police heard a thud and found Payne's body in the hotel courtyard, Policicchio said.

According to a Portland Police Bureau spokesperson, “the Major Crimes Unit was notified of this event Monday, assigned the case, and took steps to ensure follow-up was conducted, including canvassing at the park Monday evening.”
Since the incident, the Nazi symbols have since been covered up, but no arrests have been made in the case.
“When I heard about it, my partner and I had a conversation with our kids. We walk in the park and we see things and we can't really shield them from it,” parent Sonia Ruiz said about the symbols. “When we do see it, they ask questions, or we might point something out. We start talking about it and tell them, try to tell them what's going on and why it's important that we talk about it and what things we can do to notice and prevent those types of things.”
According to the Anti-Defamation League, there have been more than 10,000 Antisemitic reported incidents in the United States since October 2023. The civil rights organization also says this is the highest number of recorded incidents in just a one-year period.
Portland Police Chief Bob Day says they are keeping a close on the bias crimes in the area.

The giant purple inflatable octopus spilling over the awning at SW Fourth and Washington was a landmark for thirty-six years.
It shut down in 2010 after the owners were hit with a list of code violations.
The once thriving corner has been dormant across the street from what became known as an open-air drug market.
But the sweet sound of music and people is about to fill the space once again.
Chris Pheifer, a native Portlander and head of 404 Entertainment, recently reopened the 1905 Jazz Club and signed onto this project to revive the old Greek Cuisina space in 2021. The project is finally coming to fruition. He’s transforming two floors, one a speakeasy vibe jazz club, and the other a concert venue that can fit up to 300 people.
He says it’s his goal to hopefully open within the next year and probably start with the jazz space in the basement first and then move up to the main floor shortly thereafter.
Although he plans to start with two venues, he’s hoping to take over the next few floors. Pheifer says “The idea is to create a music block that might kind of feel like how Nashville does where they go vertical with a lot of their stuff and create a space that somebody can come see a jazz show and a rock show.
The building has been completely remodeled from the inside, including seismic, electrical, and support beams.
Pheifer believes that activating more spaces downtown will encourage more people to visit whether it’s for nighttime entertainment or a daytime event.

Each October, PBOT crews return to the Portland International Raceway to brush up on their snowplow skills and practice in a safe environment.
"And then after the event, our drivers will go and drive the snow routes, the winter weather routes, to make sure they get familiar with the roads and to know whether there will be parked cars, to know if there are any medians, to know if there are any changes in the streets that are there to get familiar with the snow routes," said Priya Dhanapal, the Deputy City Administrator for City of Portland Public Works.
So what kind of conditions can we expect?
The National Weather Service's Climate Prediction Center calls for a transition to La Niña conditions this fall and that can mean cooler, wetter weather in the Pacific Northwest.
It's exciting news for Timberline Lodge.
KATU Spoke with Timberline's Marketing Director, John Burton. "I mean, Timberline, we're fortunate enough where, you know, we typically get lots of snow anyway. So La Niña, you know, even a weaker or moderate one can bring us even more snow. Everyone knows that last year, industry-wide from east to west, it was a pretty rough year for ski areas. So we're looking forward to, you know, this improved forecast for sure."
He says of the five heaviest snowfall years, all were La Niña's. Out of the past ten years, four La Niña years have resulted in a November opening for Timberline Lodge.
According to the Mount Hood Meadows website, their resort's average opening date is November 25th.

The bureau currently has 804 sworn members and 77 current vacancies for a total capacity of 881 authorized sworn.
Chief Day said that's leading to slow response times, minimal case follow-up and a lot of crime going unreported or not investigated.
“We still have exorbitant wait times for calls of service. That’s just a customer service thing where people are waiting 90 minutes, 2 hours plus for a police officer to arrive at their problem,” said Day.
Day said 1037 officers are needed, according to a calculation based on Portland's population.
PPB explains this number was calculated by dividing Portland’s population by 1,000 and multiplying by the average number of sworn officers per 1,000 for comparable cities, which include Seattle, Denver, Sacramento, Albuquerque, Fresno, Mesa, and Oakland.
In 2005, the bureau had close to this number – 1035 authorized sworn. But the numbers have been steadily decreasing since then.
According to data shared by the Bureau, PPB is the lowest per 1,000 of comparable cities, and well below the average of the cities combined.
“This is not a logistical plan, but the foundation to create a vision and energy to get PPB to an appropriate size while also being fiscally responsible,” said Day in a Tuesday press release.
“By increasing the number of officers, we can improve community outreach, be more effective and less intrusive with crime reduction strategies, reduce the reliance on overtime, provide a higher level of service, and create a work environment where PPB members are thriving.”
Day says more officers would improve response times to calls for service, increase follow-up on cases, reduce crime with reduced reliance on overtime, enhance community relationships, and decrease member burnout.
The request for more officers comes three weeks before election day and six weeks after Oregon’s law re-criminalizing small amounts of hard drugs took effect.
But Day said he chose to make this announcement now, because he's been chief for a year, and it will be up to the next city council to come up with a strategy and a budget.
“We have a window of time here, the next 18 months to 2 years, to right size the ship and be able to address some of those concerns like burnout, officer wellness, better efficiency in our response times, better follow up investigations, and to be a more fiscally responsible organization too, without the reliance on overtime we currently have,” he said.

The five-person city council, including the mayor, will transform into a 12-person panel of councilors elected to represent one of four quadrants, called districts.
"It's really much more representative of Portlanders," White said.
The four current commissioners and the mayor, each elected citywide, run various city bureaus. Under the new government, city council members will no longer operate city services. Those jobs will instead fall on the new mayor and city administrator.
"For the first time... the city of Portland is really looking up to a single professional that is accountable for running the city," White said of the city administrator position.
A city administrator will be chosen by the mayor and approved by the city council. While the administrator and mayor oversee city services, the council will be more focused on the broader direction of the city.

The city's planning commission approved the plan submitted by Crane Data Centers last month. Dale Feik, a Forest Grove resident since 1966, hopes to stop the multi-million dollar development of two buildings that span more than 350,000 square feet.
Data Centers "are energy hogs," Feik told KATU before Monday's public hearing. He said the amount of electricity the centers require will strain the state's power supply and raise rates for locals.
The CEO of Crane Data Centers, Matt Pfile, stressed to city councilors that the facility will rely on clean energy and minimal water usage through air-cooling. Pfile also said the company plans to showcase local art in its facilities and plans to build a new road along the property near the intersection of Heather St. and Mountain View Ln.
"We really want to be a force for good, and we plan to operate here for decades," Pfile said.
Several residents voiced concerns about the height of the building, the noise it could create, and a general sense that such a large facility would disrupt the design of the neighborhood and city.
“They’re legitimate concerns. They are not to be dismissed by anybody," said Council President Timothy Rippe. Rippe and other councilors unanimously expressed that tonight's vote was not about the overall impact of the project, but only about specific criteria of the city design code.
"We do have to abide by the codes that exist today... I cannot identify a criteria that is not met yet," Rippe said.

The recovery site, located off of Southeast Stark Street, in between Southeast 214th and 215th Avenue, will be part of Multnomah County's deflection program which deflects substance users away from the criminal justice system and into treatment.
The Executive Director of 4D Recovery, Tony Vezina, says this place is going to be for young adults ages 18 to 35, and will be able to serve about sixty or more people seven days a week once they're staffed.
4D Recovery is an addiction recovery organization that primarily helps people get connected with peer support. It also refers people to treatment centers.
"We have a lack of treatment available and so we're waiting, calling, trying to get appointments or whatever and not to knock the other providers but now we'll have our own treatment at 4D where we can get people in right away... Here we're gonna do substance use disorder outpatient treatment, and we're gonna couple that with mental health therapy," said Tony Vezina, the Executive Director of 4D Recovery.
This treatment center will expand treatment options for people.
"Just in general terms, Gresham, East County, doesn't have the same services as downtown. A lot of services were concentrated downtown... And then specifically for this location, we'll have two houses connected to this so people can live in housing as they're going to treatment," said Vezina.
As for how the treatment center is being funded
"So CareOregon provided us with a couple of million dollars in startup funds for this location and also our outpatient and mental health family services and our residential adolescent services.. [the county is] paying for some deflection workers, but no help on the funding of the actual treatment," said Vezina.
We reached out to Gresham police for an interview about the new treatment center, while they weren't available for an interview, a spokesperson told us that the department is pleased that there are more pathways to treatment and recovery. Saying in part, "... [T]his will be an evolving process as we collaborate with the county and begin to put our plans into action"
Vezina says they're already looking at additional sites to expand this treatment center, the goal is to make sure no one has to wait for treatment.

Security Patrol officers could also be spotted walking around the building's perimeter.
Based on one month of mobile deflection operations the county had projected the center would see anywhere from four to ten deflection clients at the center.
The center's hours are 7 a.m. to 11 p.m. on weekdays and 7 a.m. to 3 p.m. on weekends.
It comes as the county is set to meet again with the Buckman Neighborhood Association in an attempt to strike a Good Neighborhood Agreement deal.
"Nothing has changed in terms of the county's value of working with the neighborhood to make sure everyone has their concerns met," County Spokesperson Ryan Yambra said on Friday in anticipation of the opening. "The neighborhood is going to see what it looks like when we open. The county has been preparing for some time now, making sure that it's a smooth transition."
Part of that planning includes extending the county's contract with Workplace Security to include occasional car patrols around the deflection center and regular foot patrols around the building perimeter.
Dorothy Elmore, the security company's director says they learned from their operations at the county's behavioral health facility.
"What we do is that based on the locations, we kind of train and get the kind of experienced officers that are suitable for this milieu," she said. "We look at our officers, the cadre of our officers, and get the most experience in meeting the needs of this facility."
One of the major sticking points in reaching the agreement has been transportation for clients leaving the facility. Neighbors want to see mandatory transportation, currently, Tuerk House, the nonprofit contracted to run the center will be offering transportation from the center on a voluntary basis.

NASA's "Europa Clipper" took off Monday from the Kennedy Space Center.
The probe is headed for its namesake, Jupiter's Europa moon, with the hope of finding an ocean underneath its icy exterior.
Dr. Gerald (Wes) Patterson, a planetary geologist and a co-investigator on the EIS and REASON instruments on the NASA Europa Clipper mission says the "Europa clipper mission is going to go to Europa with state-of-the-art instrumentation to try and revisit places we have seen before with other spacecraft and get new data at much higher resolution, both exploring the surface and the subsurface to try and understand Europa better."
University of Oregon Professor and Planetologist, Carol Paty, helped develop two of the nine tools the probe will use to complete its mission.
The 100-foot spacecraft, the largest ever built for a planetary mission, is not expected to land on Europa.
Instead, it will do 49 "Flybys" that scientists hope will reveal whether the moon could be habitable.

"The thickness of the ice matters. We don't have the capability to drill through 30 kilometers of ice. Do we have the capability to drill through five kilometers of ice? We might," Paty said. "If that's the case, the mission will open a new door of possibility."

A Klamath County judge initially accepted the will in April 2023. A KATU investigation found it took almost 5 months for a judge to throw out the invalid will after it went into effect.
“My mom is not here to defend herself. She's not here to have a voice, so I'm it, and I'm not stopping,” Kristy Gerlett said.
Kristy will never forget February 9, 2023. Her mom – Cathy Gerlett – died suddenly in Kristy’s Ohio apartment.
“I have some very vivid memories that will never go away, and then there's parts of time that have completely lost,” Kristy said.
The pain of her loss took a dark turn in April 2023. She said she got an email from her attorney; a will appearing to be written and signed by her mother was attached to the email.
The words on page two of that document still haunt her; it expressly disinherited Kristy.
A friend of her mother’s filed the will in Klamath County court on April 25, 2023.
“I immediately got an attorney and was like, ‘I don't have any proof right now, but I can tell you my mother would have never, never disinherited us,’” Kristy said.
However, Kristy and her attorney needed evidence to fight it. Eventually, she tracked down a witness and the notary on the will in question. Both told her and her attorney they didn’t sign the will.
“I cried not because I knew I was right, but I cried because it's just so awful; it's so awful,” Kristy said.
Kristy’s attorney filed to contest the will in June 2023. The witness and notary filed declarations with the court in July – saying under oath that they didn’t sign the will in question.
A handwriting expert filed a separate declaration with the court the same day. He testified that Cathy’s signature was also forged. He determined it was pulled from her real will, created in 2018. That will left 25% of her estate to Kristy.
A judge set a court date for early September.
“I had to wait until we could go to court and have my time in front of the judge, and all that waiting time, more damage was being done, and more damage was being done, and I was literally watching it, helpless.”
Kristy said the damage included thousands of dollars charged on her mom’s credit card account at hotels, grocery stores, and even a casino after her mom died. Court records show someone advertised and held an estate sale in August. Kristy said she lost generations of family heirlooms.
“To this day, I have no idea where this stuff is, and I don't know the proper accounting of it,” Kristy said.
A judge froze the estate in late August and then threw out the 2022 will and removed the executor in early September – almost five months after the invalid will was filed with the court.

The issue has significantly impacted agencies in Oregon and Washington, with six officers in Oregon and 12 in Washington dying by suicide since 2016.
At the Vancouver Police East Precinct, the department has faced the tragic loss of two officers to suicide in the past two years. Former Police Chief Jeff Mori retired last week after two years in the role, telling the Columbian newspaper he had lost the drive to lead. However, he also hopes his retirement serves as a reminder to prioritize mental health for officers.
"Most people see between one and three critical incidents in a lifetime, right? Officers will see three to five in a day," said Erica Nilsen, Assistant Chief of Vancouver Police. "Nationwide we've seen what police work can do to somebody over a 30-year career.”
Nilsen emphasized the high risk of suicide, heart disease, and early death among law enforcement officers. "Not just the calls you go on, but shift work, not seeing your family, changing days off, court on your days off. Like the job itself is sometimes stressful just to work in," she said.
Nilsen, who oversees the agency's mental health program, highlighted initiatives such as having a part-time mental health practitioner available for officers. "He goes on ride-alongs, he goes to briefings, he does just time in-house for people to be able to talk to him, ask about resources, find out things that they can do if they're struggling with calls," she said about the role.
When asked about future improvements, Nilsen stated, "I don't think it's different. I think it's more, right? So, one of the things that has been implemented since I came here a little over a year ago is that we have on-duty workout time now. So people have the ability to go to the gym and do workouts, or during that wellness time they can talk to[the pracicioner] and have mental health counseling sessions
The Vancouver Police Department also plans to introduce a comfort dog and has secured a grant for heart health testing.
Nationwide, the death toll of all first responders remains high, with 2019 recording 255 suicides.
Reflecting on her 31 years at the Portland Police Bureau, where she initiated a mental health and resiliency program, Nilsen expressed hope for change and that her officers can look back at a career no longer handcuffed by struggles.

This issue caught the attention of Oregon’s Secretary of State. A study found more than 500 people have died from domestic violence incidents since 2009.
The study also found over a third of adults in Oregon experience domestic violence in their lifetime. The numbers highlight barriers victims and survivors face when trying to access services.
According to the audit published last year, many have issues navigating the justice system.
Clackamas Women’s Services said the issue doesn't always have to involve physical abuse.
"Maybe there's emotional abuse or financial abuse, spiritual abuse. We see impacts related to social media and technology in terms of abuse tactics being utilized through social media and cell phones and things like that,” Catherine Koch, Counseling & Youth Program manager at CWS said.

Mary Elizabeth Jacobo, 26, is accused of first-degree armed robbery, second-degree armed robbery, coercion with a firearm, being a felon in possession of a firearm, unauthorized use of a vehicle, and menacing.
The alleged carjacking happened two weeks after police say Jacobo fled her home in northeast Portland while her 2-year-old daughter, Aurora Fernandez, was in cardiac arrest for a suspected fentanyl overdose.
