The idea is if you had 1 block open but didn't want a prochete or afford pipes, you could instead buy another type of frag. The mod was originally a proof of concept of frag switching in the same manner that Halo has with its frag and plasma grenades. Frag purchasing is not implemented, but you can imagine how that would play out. Instead, all players are given the two extra frag types upon spawning.
