Take note on GPU memory usage, the game can consume up to 4.5gb video memory on this setup. It wasn't able to hold 60fps consistently, but it does not impact as much in terms of FPS compared to the impact towards the system resources usage (CPU,GPU,RAM,VRAM).

Here i would like to show the worst case scenario. Because the i3 depends a lot on game's optimization, it couldn't hold up 60fps in this game especially when driving fast. Fps drops due to the cpu reaching its limits and couldn't process fast enough to display 60 frames per second. Other parts of the game seems fine so far, other than driving. I would suggest capping the game at 30fps for consistent experience.

Although it runs fine, we can see that that the gtx 1060 can't hold up 60fps most of the time. Mostly sitting around 40+fps. Good thing is that it never dips below 30fps. The gpu bottlenecks most of the time, overclocking the gpu might help maintaining 60 fps. Personally, i would rather turn down few settings and capped it at 60. Of course, without recordings, it will run smoother. Things to note here: i have the game patched at v1.22. I'm not sure what changes have been made since then. My native screen resolution is 1080p. We can clearly see that the GTX 1060 is the bottleneck here. The fps ranges between 35 to 45 fps. However, it can maintain well above 30 fps.

This shows how much of a bottleneck on the cpu in this particular title.
