As a special concern in the GNRD’s case, the International Action for Peace and Development in Great Lakes, condemns the Norwegian police actions of interviewing an underage individual of 11 years (daughter of the GNRD President, Dr. Loai Deeb) in disregard of its own legal obligations and rules of conduct and without obtaining consent from the parents of the child. This type of abhorrent violation of a child’s rights from the Norwegian authorities is to be condemned as it’s unworthy of the noble principles upon which the Norwegian state is based. Thus, we urge Norway to adhere to the Convention on the Rights of the Child.

AFRICA SPEAKS would like to thank you for a comprehensive and thorough annual HRC report, which focuses on the breakthroughs and challenges in the field of human rights. Combating impunity and strengthening accountability and the rule of law are essential for the respect of human rights. We would like to highlight the progress made with regard to combating impunity. However, there is still much work to be done. No entity, body or organisation shall be above the law. Failing to observe this principle, on 27th May, the Norwegian police brutally invaded the headquarters of GNRD, a preeminent NGO working in human rights and development and confiscated a large number of documents to obtain evidence of what it mistakenly believed to be a hidden and criminal financing. This raid was conducted with a number of severe procedural violations and in disregard of the nature of the organization – a human rights not for profit entity. After the incident, we have been wondering why the Norwegian authorities failed to follow the international guidelines, which required them to contact GNRD in advance asking for the relevant information. Instead, it seemed that the Norwegian authorities chose to make charges first against GNRD and intimidate the staff, damaging the image of this organization around the world in a stark violation of the right to fair trial and presumed innocence before trial. In view of the above, we urge Norway to rectify the injustice that was committed against GNRD and the civil society representatives. Such actions cannot be expected from a leading country in the protection and respect of human rights. At the same time, we would like to call upon Norway to express its apologies to GNRD and the civil society, and we encourage their government to implement all relevant UN provisions.

Thank you. We bring before you the extraordinary situation of Global Network for Rights and Development which faces an orchestrated negative media campaign and violations of UN provisions by sections of Norway’s legal establishment. Article 14 of the International Covenant on Civil and Political Rights (ICCPR) states all persons are equal before the courts. The Covenant further provides that anyone accused of any offence is entitled to a full disclosure of those charges and for processes of law to be completed promptly and publicly and without undue delay. In its campaign against GNRD, Norway’s legal establishment has failed on all those counts. Not only is GNRD being implicated in trumped-up charges it is also being denied access to the alleged evidence. GNRD is still waiting for the return of vital documents which were seized from its premises in May, including papers related to GNRD’s international work on human rights. When Norway’s conduct under Article 14 (3) (b) and (3) (c) of the Covenant is considered we find that Norway has blatantly violated each of those sub-clauses, too. In GNRD’s most recent experience with a section of the Norwegian judiciary there was not even a pretense on the part of the prosecutor and the court to demonstrate adherence to these sections of the Covenant protecting civil and political rights of individuals or institutions they represent. The right to a fair and public hearing by a competent, independent and impartial tribunal established by law was disregarded throughout, and GNRD’s efforts for judicial redress were thwarted in the process. It is a matter of public record that GNRD has filed a lawsuit against the prosecutor concerned for seizing working documents, including GNRD research on the state of international human rights, and demanded return of those valuable documents. However, what is less known is that the court, in blatant disregard of ICCPR provisions, not only failed to order the restoration to GNRD of all its seized documents, but it also succumbed to the prosecutor’s flimsy argument for holding the hearing behind closed doors. Nor did the court take any steps to protect GNRD against exposure of its organizational documents or to admonish sections of the press who inexplicably obtained access to those documents and went on an irresponsible spree of publishing unfounded reports based on leaks of materials in police custody. The leaks are compelling evidence of an unhealthy alliance between the police, the concerned prosecutor and certain sections of the media. Nous dénonçons ici une manœuvre politique digne des régimes totalitaires et non démocratique.
A cette intrusion s’est ajoutée une campagne de presse odieuse qui ne reposait que sur des allégations mensongères qui portent atteinte à la crédibilité et au sérieux du travail de cette association et des ses collaborateurs.
Nous sollicitons votre honorable assemblée pour - condamner fermement de tels agissements et - nommer une commission d’enquête pour lever toutes les ambiguïtés et continuer à travailler dans la transparence.
Our organization would like to address Norway with a direct question: does the severe attack of more than 30 policemen raiding Dr. Loai Deeb’s house have any relations with the non-Norwegian origin of him?
We wish to request explanation why during the raid police were taking photo of the smallest child of Dr. Loai Deeb – a baby of less than 1 year?
We would also like to know why the Norwegian National Authority for Investigation and Prosecution of Economic Crime ("Økokrim") did not address the tax office before they arrested Dr. Loai Deeb so to see all finance records for him?
Additionally we would like to ask the Norwegian government if they have addressed Norwegian media to assist them in attacking Dr. Loai Deeb by issuing a number of publications against him and using his photo? We pose this question as the spontaneous publications of a number of Norwegian media against Dr. Loai Deeb happened more than 10 days after the police raid at his house – why the information on the raid were kept this period and then leaked out to several news sources spontaneously?

Maarij Foundation for Peace and Development, Global Network for Rights and Development, the International Institute for Peace, Justice and Human Rights with the Egyptian MAAT Foundation and 174 other Egyptian associations and NGOs would like to express its concern in regards to the latest incident concerning a strong and active human rights organization – Global Network for Rights and Development (GNRD), whose head office was raided by the Norwegian police. The raid was conducted with a number of severe procedural violations and in disregard of the nature of the organization – a human rights not for profit organization.
Such actions against a human rights organization can be expected in a country with a totalitarian regime, but not in a country with a strong democracy. Thus, we call upon Norway to rectify this mistake and express its apologies to the civil society community on the sad incident that happened with regard to the GNRD head office.
GNRD is well known in the Arab world as a strong implementer of field projects in support of the most vulnerable groups such as women, children, refugees, those who have faced numerous catastrophes. GNRD greatly supported victims of the earthquakes in Nepal and constantly provides the Syrian refugees located in Jordan with humanitarian support.
Such GNRD activities are always met with high appreciation around the globe, thus the current attack of the Norwegian media on GNRD and its President and Founder Dr. Loai Deeb looks more like a governmental order to create a bad image of the organization to vindicate the “mistaken raid” of the police. We wish to be mistaken in this allegation, but ask for the facts to be provided by the Norwegian authorities.
We thus call upon the Human Rights Council and all its participants to assist in addressing Norway to maintain its image of a country with strong support to the human rights defenders.
