MONTREAL -- Montreal got hit with record-breaking snow on Wednesday as the temperature plunged below the freezing mark.
As of 4 p.m., five centimetres of snow had fallen on the city, breaking the old record of 0.8 centimetres in 1963.
Visibility was reduced to just over one kilometre at times during the day.
Temperatures were also unseasonably cold. The afternoon temperature in Montreal stayed below the freezing mark, hovering around -1 degree Celsius, while the average daytime high for April 21 is 12 degrees Celsius.

Montreal is one of the coldest cities in North America, with an average January temperature of just 16 F. If you plan to visit the city at any point in winter, you need to be prepared for even chillier weather. Nighttime lows often fall below zero, and thermometers in the city have dipped to minus 34 F in the past. On the other hand, Montreal’s brutal winters have shaped its culture and even its cityscape.
This means that seeing Montreal in winter is not just possible — it’s essential to fully understanding the city! Don’t let a little (OK, a lot of) cold get in the way of Canada’s most enthralling urban winter adventure.
Dress Like a Montrealer
When you imagine visiting a city as cold as Montreal in the winter, your first instinct might be to buy the warmest winter jacket available. This train of thought isn’t completely wrong (after all, there’s a coat brand called “Canada Goose” for a reason), but if you want to fit in among Montreal’s hip, winter-savvy crowd, take a page from their look book.
Pair a medium-heavy jacket (often down feather–filled) with several thinner and more stylish layers, including (but not limited to) merino wool thermals and socks, casual flannel button-downs and cotton henleys, cardigans or hoodies, and of course, a good beanie and pair of gloves.

Visit La Ville Souterraine
The bad news? A good portion of the 20 miles of tunnels and passageways that make up Montreal’s so-called “Underground City” (“La Ville Souterraine” in French) are actually above ground. The good news? With more than 120 access points and 24/7 heat, the network provides a priceless respite from brutal winter, regardless of how inaccurate its name might be.
Use the Underground City to navigate your way not only through the Montreal Metro (more than a dozen stations are connected subterraneously), but to travel between city landmarks like McGill University and Place-Des-Arts without feeling the chill of the winter air.
RÉSO (as the Underground City is officially known) is also technically Montreal’s busiest shopping mall, featuring dozens of brand-name shops to offer its half-million daily visitors retail therapy from the cold.
Appreciate the Great Indoors :Of course, shopping in the Underground City isn’t the only way to avoid braving the elements during your winter trip in Montreal. A great number of the city’s attractions are partially or totally indoors, including the Montréal Museum of Fine Arts, Montréal Science Center, Théâtre Saint-Denis and the Notre-Dame Basilica.
In addition, visiting Montreal in winter doesn’t preclude you from enjoying the vibrant food and beverages — more on “beverages” in a minute — scene. A winter storm is an event in which wind coincides with varieties of precipitation that only occur at freezing temperatures, such as snow, mixed snow and rain, or freezing rain. Snow accumulation is 6 in (15 cm) or more in 12 hours, or 8 in (20 cm) or more in 24 hours.
Blowing snow is reducing visibility in large areas at winds less than 35 mph (16 m/s).
Ice accumulations on surfaces are 0.25 in (0.64 cm) or more.
Ice pellets larger than 1 in (2.5 cm) are formed.
Wind chill index is less than −35 °F (−37 °C) for more than 3 hours and sustained wind speed of at least 10 mph (4.5 m/s).
Snowstorms with wind speed of more than 35 mph (16 m/s) and reduced visibility for 3 hours or more, are called blizzards.
Terminology
Severe winter weather conditions called "winter storms", can be local weather fulfilling the criteria for 24 hours, or large storm systems covering part of a continent for several days. With large, massive winter storms, weather in any part of the area covered by the extreme weather is usually called "storm"; even if meteorological criteria for winter storms are not met everywhere.[6] An example of this is the February 13–17, 2021 North American winter storm with snowfall and below freezing temperatures as far south as Texas and the Gulf of Mexico.

Snowstorms are storms where large amounts of snow fall. 2 in (5.1 cm) of snow is enough to create serious disruptions to traffic and school transport (because of the difficulty to drive and maneuver the school buses on slick roads). This is particularly true in places where snowfall is not typical but heavy accumulating snowfalls can occur. In places where snowfall is typical, such small snowfalls are rarely disruptive, because of effective snow and ice removal by municipalities, increased use of four-wheel drive and snow tires, and drivers being more used to winter conditions. Snowfalls in excess of 6 in (15 cm) are usually universally disruptive.
A large number of severe snowstorms, some of which were blizzards, occurred in the United States during 1888 and 1947 as well as the early and mid-1990s. The snowfall of 1947 exceeded 2 ft (61 cm) with drifts and snow piles from plowing that reached 12 ft (3.7 m) and for months as temperatures did not rise high enough to melt the snow. Severe snowstorms could be quite dangerous: a 6 in (15 cm) snow depth will make some unplowed roads impassable, and it is possible for cars to get stuck in the snow. Implied status
Current and former international students (e.g., a former international student who now holds a Post-Graduation Work Permit) who need to extend their stay in Canada during the current situation pandemic may be eligible for implied status.
Such individuals may benefit from implied status while Immigration, Refugees and Citizenship Canada (IRCC) reviews their work/study permit extension application, and hence, they may continue studying or working in Canada as per the conditions of their original permit while IRCC makes a decision on their pending application.

International students are usually restricted to working no more than 20 hours per week while class is in session. However, IRCC recently lifted this restriction. The federal government has launched the Canada Emergency Response Benefit (CERB) to provide income support to those in Canada who have been negatively affected by current situation. The CERB offers $500 per week for up to 16 weeks to eligible workers. International students who meet the CERB’s eligibility criteria may receive such income support.
PR pathways
In recent years, more international students have transitioned to permanent residence. International students possess the key human capital characteristics that federal and provincial governments look for when selecting immigrants. They are young, have high levels of education and English/French proficiency, and possess Canadian experience. Since the start of the current situation crisis, both levels of government have issued more invitations to apply for permanent residence to those with Canadian experience.
More time to submit immigration applications
IRCC has also become more lenient towards immigration applicants, given that the current situation may impact their ability to submit a completed application. IRCC has stated it will not refuse incomplete applications and will provide applicants affected by current situation with an additional 90 days to complete the missing steps.
PGWP
The Post-Graduation Work Permit is critical to helping former international students gain the Canadian work experience that they may need to transition to permanent residence. In early April, IRCC announced that international students who were approved for a study permit to begin their program in Canada in May or June will be able to begin their program online without affecting their eligibility to eventually apply for a PGWP. In addition, the PGWP eligibility of international students already in Canada will not be affected by the online courses they are taking in the absence of in-class instruction.
More support for international students on the way?
Canada’s response to the current situation has been impressive, as it has gone above and beyond to accommodate immigrants, international students, and temporary foreign workers. Canada’s efforts to accommodate foreign nationals highlights significant differences between it and other countries, such as the United States.
One of the key takeaways since the beginning of the current situation crisis is that Canada has constantly sought new reforms to accommodate foreign nationals. The measures discussed above were not all rolled out at once, but rather, were gradually announced as IRCC and other Canadian government authorities considered how they can help foreign nationals in need.
As such, it is safe to say that the Canadian government will be open to introducing more help for the likes of international students if and when it is necessary.

B.C. holds weekly Tech Pilot draw.The BC PNP has issued invitations to apply to candidates in Express Entry BC and Skills Immigration streams on April 29.B.C. draw British Columbia invited 75 Skills Immigration and Express Entry candidates to apply for a provincial nomination for permanent residence through its Tech Pilot on April 29.
The Tech Pilot issues invitations to eligible foreign tech workers with a valid job offer in one of 29 in-demand technology occupations in the province.
Invitations went to Skilled Worker and International Graduate candidates in both the Express Entry BC (EEBC) and Skills Immigration streams. The minimum required score for candidates in both Skilled Worker and International Graduates categories was 85.

EEBC candidates must be registered under both the federal Express Entry system and B.C.’s Skills Immigration Registration System (SIRS).
Express Entry candidates with a provincial nomination receive an additional 600 points toward their Comprehensive Ranking System (CRS) score.

Candidates are awarded a score based on factors such as education, work experience and language proficiency as part of the registration process and the highest-scoring candidates are invited to apply in weekly Tech Pilot draws.
Created in 2017, the Tech Pilot addresses labour demands in British Columbia’s tech sector that cannot be met locally. Its goal is to ensure B.C.’s tech sector has access to the talent it needs to continue growing. (BC PNP)

Ontario issued targeted invitations to hopeful immigrants who may be eligible for Ontario’s Express Entry Skilled Trades Stream on April 29.
The Ontario Immigrant Nominee Program (OINP) issued the invitations to 190 candidates in 14 skilled trades occupations.
The province is contacting the selected candidates who received the Notifications of Interest (NOIs) today. The OINP selected candidates with work experience in the following National Occupational Classification (NOC) codes:

“By choosing priority occupations that are in high demand in Ontario, we’re hoping to make it easier for businesses to recruit top talent in the Skilled Trades sector,” the OINP said in a media release.
In order to be selected in this draw, candidates needed to have valid profiles in Canada’s Express Entry system.
If invited candidates successfully receive a nomination from Ontario, they will be given an additional 600 points toward their overall Comprehensive Rankings System (CRS) score. This award would effectively ensure that they would receive an Invitation to Apply (ITA) in a subsequent federal Express Entry draw.
This was the fourth OINP draw this year. Last week the province had an Entrepreneur Stream draw inviting 26 immigrant entrepreneurs to start their business in Ontario. So far in 2020 Ontario has issued 1,440 invitations to candidates in the Human Capital Priorities Stream, and 242 invitations to candidates in the French-Speaking Skilled Worker Stream.
Ontario is currently awaiting its 2020 OINP allocation from the federal government. Last year, 6,650 principal applicant spots were allotted for Ontario, plus an additional 700 spots after it met its allocation target in November 2019. In all, the OINP nominated more principal applicants than any province in 2019 with 7,391 nominations, which is partially the result of Ontario having the largest population of any province in Canada.

Foreign nationals who lost their jobs due to coronavirus have the added burden of wondering whether they will also lose their status in Canada, and how the loss of employment will affect their Canadian immigration applications.
There are options for staying in Canada even after losing your job. If you are in Canada on a work permit, there may be the option to extend your permit, apply for a new one, or change your status to student or visitor— provided you act before your current status expires. Even if your permit has already expired, there may be options to apply to have your status restored.
While it is true that Canadian work experience is highly valued for economic-class immigration, temporary residents who now find themselves unemployed may be able to benefit from implied status.

Most temporary residents in Canada, including study and work permit holders, who have applied to renew their status are allowed to stay in Canada under the conditions of their original permit until a decision is made on their application.
Implied status lasts until a decision is made on the new application. If the application is approved, then the applicant can continue working or studying as per the conditions of their new permit. If not, foreigners have the option of leaving Canada or applying for restoration of status if it has been less than 90 days since their original permit expired. It is worth noting that foreign nationals cannot continue to work or study while waiting on a decision for restoration status, which is different from implied status.
What if my work permit was dependent on my job?
Foreign nationals with employer-specific work permits, also called “closed work permits,” who lose their job can stay in Canada legally until their work permit status expires. However, they are not permitted to work for anyone else in Canada.
If this applies to you, and you want to start a new job, you will need to qualify for a new closed work permit or transition to an open work permit.
You may also apply to remain in Canada as a visitor or student as long as you meet the relevant application requirements, and as long as you apply before your current work permit expires. However, in most cases, you will have to stop working when your work permit expires.
What if I have an open work permit and I lost my job?
The advantage open work permit holders have is the ability to work anywhere in Canada, for almost any employer. However, some of these permit holders may still want to extend their stay in Canada in order to apply for permanent residence.
Not all open work permit holders are eligible for renewal. It is important to verify whether you are eligible for an extension under the spousal or common-law Open Work Permit Pilot, the Bridging Open Work Permit, or the Working Holiday Visa class if they meet the necessary requirements.
Some people will fall through the cracks and be unable to renew their open work permits unless the government implements special measures in light of these extraordinary circumstances.
Despite the fact that many people have lost their jobs due to coronavirus, Canada still needs immigrants to help address long-term economic challenges, such as an aging workforce, and shortages in the labour market. The government recognizes this and as such continues to accept and process applications for Canadian immigration.

This is the largest FSSW draw of the year so far, with 307 Notifications of Interest (NOIs). The first draw of its kind this year, held on January 9, invited 242 bilingual candidates to apply for a provincial nomination for Canadian permanent residence.

Freedom comes as our life in thoughts diminishes and our experience of the present moment predominates.Freedom comes through learning how to balance thoughts and the present moment.
We developed the ability to think abstractly only about 70,000 - 95,000 years ago*. Apparently the part of life we live "in our head" today simply did not exist before that time, and instead human life was solely a series of immediate experiences, like the lives of other creatures. (To learn more about "The Rise of Abstract Thinking" see the last section below.)
Abstract thinking has certainly improved the human condition but it has also created some serious problems. Stress accounts for over 60% of doctor visits and much of that stress results from people continually thinking and worrying about the past and the future. Often we literally “are not here” but instead are “in our head” thinking and worrying. It appears that meditation and other practices were originally developed as ways to help maintain a healthy balance of the life we live “in our head” and the life we live as immediate experiences. In our Your Beliefs Quiz this question is asked: “Are there times during your day when you notice you have no thoughts?” Over 10,000 people have answered that question and 66% say they are thinking all the time while 34% say they notice some absence of thoughts during their day.Exercises,It appears that many people are thinking most of the time and would like to be thinking less.
As you read these words your attention is on the thoughts and ideas presented. As you read these words you are also aware of the light around you. Being aware of the light around you does not involve having any thoughts. Now stop reading this, look around briefly, and come back to reading this. Do that now. Look around briefly and come back to reading this.
When you looked around you noticed things, and you noticed those things without thinking thoughts about them.
Just then when you noticed the light around you and then looked around briefly and noticed things, what you did was shift your attention away from your thoughts about these words and put your attention on what's happening around you.
Having your attention on words and thoughts or having your attention on what's happening around you is a choice you make about where to put your attention. If you choose to have your attention on thoughts, then thoughts will predominate, which in turn will obscure what is happening around you. On the other hand, if your attention is innocently noticing the light around you or innocently noticing things around you, then the light and the things around you will predominate, which in turn obscures thoughts.
To help you connect more with what is happening around you, do this exercise several times a week:
Notice the light around you and that you notice the light without thinking about it.
This exercise combined with regular meditation can help shift the balance from living life "in your head" towards living life more in the present moment.
In meditation thoughts tend to diminish at times and so you become more familiar with the silence and stillness that remain. Through meditating regularly, you become more and more familiar with that silence and stillness, which then helps you recognize and expand that silence and stillness in everyday life (see How To Meditate).
Spending time alone in nature is another way to become more familiar with and expand silence and stillness. Take long walks alone in the forest, fields or parks. (Note that when you walk in nature with someone else you tend to talk, which obscures silence.) To experience even deeper silence and stillness, put on a backpack, walk deep into nature and spend many days there alone. If you have children, take them camping and send them to a school held in nature that teaches them about nature.
For you however, meditation and time alone in nature may not shift the balance of thoughts and experience. For you, that balance may shift through gardening, dancing, yoga, singing, tai chi, sports, making music, knitting, etc. And when you notice the silence and stillness, stay with them and sink into them. Silence and stillness – the absence of thoughts – cannot be known through thoughts and words. They can only be known through experiencing them, just as you can only know what honeysuckle smells like by experiencing the smell. Words can be written about the smell of honeysuckle, but words can never describe, contain or convey the smell of honeysuckle.The above approaches can take the edge off the fear of death. However when faced with life threatening medical situations, those approaches do not extinguish the fear of death for some people. In that regard recent research into a third approach from traditional religions is encouraging.

स्वामी विवेकानंद का जन्म 12 जनवरी 1863 को कलकत्ता में एक कायस्थ परिवार में हुआ था। उनके बचपन का नाम नरेन्द्रनाथ दत्त था। पिता विश्वनाथ दत्त कलकत्ता उच्च न्यायालय के विख्यात वकील थे। माता भुवनेश्वरी देवी अत्यंत सरल एवं धार्मिक विचारों की महिला थी।
नरेन्द्र की बुद्धि बचपन से ही विलक्षण थी। मां से रामायण महाभारत की कहानी सुनना नरेन्द्र को बहुत अच्छा लगता था। पाश्चात्य सभ्यता में विश्वास रखने वाले पिता विश्वनाथ दत्त उन्हें अंग्रेजी शिक्षा देकर पाश्चात्य सभ्यता में रंगना चाहते थे, किन्तु ईश्वर ने तो बालक को खास प्रयोजन के लिए अवतरित किया था।
परिवार में धार्मिक एवं आध्यात्मिक वातावरण के कारण बालक के मन में बचपन से ही धर्म एवं अध्यात्म के संस्कार गहरे होते गए। माता-पिता के संस्कारों के कारण बालक के मन में बचपन से ही ईश्वर को जानने और प्राप्त करने की लालसा होने लगी थी।
स्वामी रामकृष्ण परमहंस की असीम कृपा से उन्हें आत्म साक्षात्कार हुआ। 25 वर्ष की उम्र में नरेन्द्र गेरुआ वस्त्र धारण कर विश्व भ्रमण को निकल पड़े। 1893 में आयोजित विश्व धर्म महासभा में भारत की ओर से सनातन धर्म का प्रतिनिधित्व करते हुए अपने 20 मिनट के व्याख्यान से वहां मौजूद हजारों लोगों को वे मंत्र मुग्ध कर दिए। व्याख्यान से प्रभावित होकर वहां मौजूद अनेकों लोग उनके शिष्य बन गए। हालत ऐसा बन गया कि जब सभा में शोर होता तो उन्हें स्वामी जी का भाषण सुनने का आश्वासन देकर शांत करवाया जाता था। अपने भाषण से स्वामी जी ने यह सिद्ध कर दिया कि हिन्दू धर्म में सभी धर्मों को समाहित करने की क्षमता है।
स्वामी जी के सारगर्भित व्याख्यानों की प्रसिद्धि आज विश्व भर में है। अपने जीवन के अंतिम क्षण में उन्होंने शुक्ल यजुर्वेद की व्याख्या की और कहा-एक और विवेकानंद चाहिए, यह समझने के लिए कि इस विवेकानंद ने अब तक क्या किया है।
4 जुलाई 1902 को ध्यानावस्था में ही स्वामी जी का अलौकिक शरीर परमात्मा में विलीन हो गया। बेलूर में गंगा किनारे चंदन की चिता पर उनकी अंत्येष्टि की गई। अनुयायियों ने उनकी स्मृति में वहां एक मंदिर बनवाया और पूरे विश्व में स्वामी जी एवं उनके गुरु स्वामी रामकृष्ण परमहंस के संदेशों के प्रचार-प्रसार के लिए 130 से अधिक केन्द्रों की स्थापना की।

This book contains eight lectures delivered by Swami Vivekananda on the practical application of the teachings of Vedanta to the affairs of daily life, showing how it is possible to lead the highest life and ultimately realize the Self without abandoning the duties and avocations of one's life in the world. It shows the readers the technique of converting the mundane activities of everyday life into a means of attaining supreme felicity.
Swami Vivekananda (Bengali: [ʃami bibekanɔndo] (About this soundlisten); 12 January 1863 – 4 July 1902), born Narendranath Datta (Bengali: [nɔrendronatʰ dɔto]), was an Indian Hindu monk, a chief disciple of the 19th-century Indian mystic Ramakrishna.[4][5] He was a key figure in the introduction of the Indian philosophies of Vedanta and Yoga to the Western world[6][7] and is credited with raising interfaith awareness, bringing Hinduism to the status of a major world religion during the late 19th century.[8] He was a major force in the revival of Hinduism in India, and contributed to the concept of Indian nationalism as a tool of fight against the British empire in colonial India.[9] Vivekananda founded the Ramakrishna Math and the Ramakrishna Mission.[7] He is perhaps best known for his speech which began with the words - "Sisters and brothers of America ...,"[10] in which he introduced Hinduism at the Parliament of the World's Religions in Chicago in 1893.
Born into an aristocratic Bengali Kayastha family of Calcutta, Vivekananda was inclined towards spirituality. He was influenced by his guru, Ramakrishna, from whom he learnt that all living beings were an embodiment of the divine self; therefore, service to God could be rendered by service to humankind. After Ramakrishna's death, Vivekananda toured the Indian subcontinent extensively and acquired first-hand knowledge of the conditions prevailing in British India. He later travelled to the United States, representing India at the 1893 Parliament of the World's Religions. Vivekananda conducted hundreds of public and private lectures and classes, disseminating tenets of Hindu philosophy in the United States, England and Europe. In India, Vivekananda is regarded as a patriotic saint, and his birthday is celebrated as National Youth Day.

Canada has held another round of Express Entry invitations, inviting candidates who had provincial nominations.
Immigration Refugees and Citizenship Canada (IRCC) issued 118 invitations to Express Entry candidates on April 15. Invited candidates required a Comprehensive Ranking System (CRS) score of 808.
All of these candidates had previously received provincial nominations and were awarded an additional 600 points toward their overall score. This means without the provincial nomination the candidate would have had a CRS of 208.

To be clear, if you were an Express Entry candidate in the pool who obtained at least a 208 on the human capital characteristics of your CRS score, plus a provincial nomination, you would have received an Invitation to Apply (ITA) for permanent residence in this draw.
The CRS ranks human capital factors such as age, work experience, education, and official language proficiency in order to determine which Express Entry candidates would have a high likelihood of succeeding in the Canadian labour market.
The highest-scoring candidates are then invited through regular Express Entry draws. Since the government announced special coronavirus measures restricting travel on March 18, Canada has held Express Entry draws targeting provincial nominees and Canadian Experience Class candidates. The last two Express Entry draws both occurred on April 9, just six days ago. One was also a provincial nominee program-specific draw.
Provincial Nominee Programs (PNPs) allow Canadian provinces to nominate individuals who support their regional labour market and population objectives. Most Canadian provinces and territories have PNPs aligned with Express Entry, except for Quebec and Nunavut.
Since the previous all-program draw held on March 4, several of Canada’s Express Entry-aligned provincial nomination streams have issued invitations, including streams in Alberta, Manitoba, Saskatchewan and British Columbia.
Canada’s various PNP streams have already held more than 30 draws since the start of 2020.
Express Entry is not a program itself, rather an application management system for three federal immigration programs: the Canadian Experience Class, the Federal Skilled Worker Program and the Federal Skilled Trades Program.
The April 15 Express Entry draw brings the total number of ITAs issued this year to 26,618, which is more than there were on the same date last year and the year before.

Canada’s immigration department is increasing processing fees at the end of the month for foreign nationals who wish to become permanent residents.
The fees that foreign nationals pay include operational, processing and service delivery costs related to all permanent residence immigration programs.
The new regulations come into effect on April 30, at 9 a.m. EDT. Completed applications received before this time will be processed in accordance with the current fee schedule. Applications received on or after that time that do not include the correct fees will be returned to the applicant as incomplete.

Permanent resident processing fees for economic class applicants are generally being increased by 50 per cent as follows:
Principal applicants of the Economic business class (self-employed, start-up visa, Quebec investor, Quebec entrepreneur, and Quebec self-employed) will increase from $1,050 to $1,575;
Principal applicants in the economic non-business class will go up from $550 to $825. This increase will not apply to principal applicants and their families in the Caregivers programs, which will remain unchanged;
Fees for spouses or common-law partners of all economic classes will go up from $550 to $825;
Fees for dependent children of all economic classes will go up from $150 to $225;
The right of permanent resident fee will increase from $490 to $500, which is an increase of two per cent.
Fees are expected to increase in two years based on the applicable Consumer Price Index increase rounded to the nearest $5. New fee amounts will be released in 2022.
Fees for permanent resident cards, permanent resident travel documents and certification or replacement immigration documents will not increase.
Immigration, Refugees, and Citizenship Canada (IRCC) says that permanent residence fees have not increased since 2002. Fees for permanent residence applications will change again in 2022 in accordance with the Consumer Price Index.

Spousal sponsorship -The Canadian government has announced they will still be accepting and processing spousal and common-law sponsorship applications for partners who are both in Canada and abroad.
This is good news for applicants, both inside and outside of Canada, who have not yet had an opportunity to file their applications with the Canadian Immigration authorities.
As the Canadian government continues to refine virus measures, Immigration, Refugees and Citizenship Canada (IRCC) has ironed out a few of the concerns that couples may have about sponsorship during the crisis.

If you will be filing a new spouse or common-law sponsorship application shortly and you are unable to provide the required supporting documentation the applicant must provide a detailed letter of explanation detailing the related delays.
Incomplete applications will be kept and reviewed in 90 days. If the application is still incomplete in 60 days, IRCC officers are instructed to request the missing documents with an additional 90-day deadline.
Collecting social assistance may not make you ineligible to sponsor
As a general rule, applicants who are in receipt of last resort social assistance may be considered ineligible to sponsor their spouse or common-law partner. The Immigration and Refugee Protection Regulations define social assistance in broad terms and therefore it is important to determine which one would render you ineligible to sponsor.
The intent of this rule is to bar persons whose primary or sole source of income is “social assistance” benefits. If you have been recently laid off and are looking to the government for aid, know that receiving assistance, for example, Employment Insurance benefits would not render you inadmissible as a sponsor.
Other examples of benefits which may not render you ineligible to sponsor would include but are not limited to:
subsidized housing
tax credits
child care subsidies
other benefits which would be widely available to residents of a province or territory, including persons who are employed
Spouses and common-law partners exempt from travel restrictions.
The government of Canada has announced that they will prohibit the entry of foreign nationals into Canada as an effort to help stop the spread of the pandemic. This travel restriction is in place until June 30, 2020.
Exceptionally, immediate family members of Canadian citizens or Canadian permanent residents are exempt from the above travel restriction.
Both spouses and common-law partners are considered immediate family, which means they are still allowed to enter Canada from abroad. Travelers should identify themselves to the airlines and bring with them supporting documentation to demonstrate their immediate family members status in Canada and their relation. Recommended documents include but are not limited to:
Marriage certificate or evidence of common law status
Canadian Passport or Permanent resident Card
Birth Certificate
Other documents that demonstrate an immediate family connection
Paper and electronic versions of the above-mentioned documents should be accepted.
It is important to keep in mind that despite your ability to travel under the above-mentioned exemption, if you are travelling by air, you will need to pass a health check conducted by the airlines before you are allowed to board your flight and must not show any symptoms of this disease .
Note that standard travel documents are still required and therefore travelers must ensure they have either a tourist visa or electronic travel authorization as needed.

British Columbia issues 476 invitations in three latest draws
The province has now invited 1,991 immigration candidates to apply for a provincial nomination since January 2020
The most recent draw held April 7, was conducted under the British Columbia Provincial Nominee Program (BC PNP)’s Tech Pilot, which assists the province’s technology sector in its efforts to recruit talent through weekly draws.
Candidates selected in that draw were from Skilled Worker and International Graduate subcategories and needed a minimum provincial score of 85.
The April 6 draw invited 18 candidates through the BC PNP Entrepreneur Immigration stream.
The minimum score required for an invitation was 107.
In its March 30 draw, the BC PNP issued invitations to 311 skilled and semi-skilled workers and international graduates through its Skills Immigration and Express Entry BC streams.
The minimum score requirements were between 102 and 105 in that selection round.
Applicants who received an invitation to apply now have up to 30 calendar days from the date of invitation to submit a complete application via the BC PNP Online registration system. An invitation to apply does not guarantee that applicants will be approved for a nomination.
In order to be considered under the BC PNP, most candidates must have an indeterminate, full-time job offer from an employer in the province who is willing to support them through the application process.

Alberta has invited more Express Entry candidates to apply for a provincial nomination for Canadian permanent residence.
The Alberta Immigrant Nominee Program (AINP) released details of the March 18 draw, where 136 candidates were invited to apply through the Alberta Express Entry Stream.
Invited candidates had profiles in the federal Express Entry pool and required a Comprehensive Ranking System (CRS) score of at least 300.
Candidates do not need a job offer in order to be invited through the Alberta Express Entry Stream, however, they do need to have profiles in the Express Entry system.

Candidates invited in the latest Alberta draw can now apply for a provincial nomination from the AINP. If they successfully obtain the nomination they will automatically get an additional 600 points toward their overall CRS score in a subsequent Express Entry draw at the federal level. This will effectively guarantee that they will receive an Invitation to Apply (ITA) for Canadian permanent residence.
Express Entry manages applications for three economic class immigration programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.
Candidates who are eligible for Express Entry are ranked on human capital factors such as work experience, education, official language proficiency, and age. They are then given a CRS score.
The highest-scoring candidates are invited to apply for permanent residence through federal Express Entry draws.
About the Alberta Express Entry Stream
Express Entry candidates need to be working in an occupation that supports Alberta’s “economic development and diversification priorities” in order to be eligible for an invitation through the Albert Express Entry Stream.
The AINP does not provide a list of eligible occupations.
While it is not necessary to have a job offer to be eligible for this stream, the AINP says it may give priority to candidates who meet the following three criteria:
a job offer and/or work experience in Alberta;
a degree from a Canadian post-secondary institution and a valid job offer; or
a parent, child or sibling already living in the province.
So far this year, Alberta has issued 887 invitations to Express Entry candidates. In 2019, Alberta issued a total of 11,137 invitations through the Alberta Express Entry Stream.

New electronic LMIA application processing
LMIAs can now be emailed to Service Canada. Employers can email their application to the appropriate address based on the immigration stream and job location.
For now, agricultural stream high wage and low wage applications from British Columbia, Saskatchewan, Manitoba, Alberta, Northwest Territories, Nunavut and Yukon must be sent to the Ontario processing centre.

Temporary Foreign Workers Employers hiring foreign workers in 10 agriculture, food processing, and trucking occupations can now skip past a time-consuming step in the work permit process.
Canada is now waiving the advertising requirement for the Labour Market Impact Assessment (LMIA) in certain high priority occupations.
In order to get an LMIA, in most cases, employers need to prove that no Canadian was available to take a vacant position before offering it to a foreign worker. They do this by advertising the position for hire across various platforms for up to three months in some cases.

British Columbia invited 18 entrepreneurs in new immigration draw
The invitations were issued to candidates with scores of at least 107 through the Entrepreneur Immigration - Regional Pilot
B.C. drawThe British Columbia Provincial Nominee Program issued 18 invitations to apply to candidates registered in the Entrepreneur Immigration — Regional Pilot on April 6. The minimum score requirement for this draw was 107, the lowest score for this stream since October 2019.
The Entrepreneur Immigration (EI) stream is for experienced business people seeking a pathway to Canadian permanent residence and who can settle in B.C. and invest in and operate a commercially viable business that can provide significant benefits to the provincial economy.
This was the fifth EI draw of 2020, with 62 invitations issued so far.
Entrepreneurs interested in moving to B.C. may choose from one of two EI stream categories:
The Entrepreneur Immigration — Base Category for experienced entrepreneurs who intend to establish new businesses or take over and expand existing businesses in B.C.
The Entrepreneur Immigration — Regional Pilot aimed at attracting entrepreneurs to participating regional communities in order to establish new businesses that correspond to the communities’ economic development needs.
The Entrepreneur Immigration — Regional Pilot project was launched in 2019 to enable communities to actively participate in attracting foreign entrepreneurs whose business concepts align with their economic priorities.
Foreign entrepreneurs are referred to the British Columbia Provincial Nominee Program (BC PNP) by participating communities.
The foreign entrepreneur must have visited the community and presented their business proposal to the community’s designated pilot representative, who will then submit a referral form to the BC PNP as part of the candidate’s registration.
The personal net worth and investment criteria are reduced for the pilot project compared to the EI — Base Category. This reflects the lower costs of starting a business and settling in B. C.’s smaller communities compared to Vancouver or more densely populated urban centres of the province.
To be eligible for the BC PNP Entrepreneur Immigration — Regional Pilot candidates must
conduct an exploratory community visit;
have a minimum of $100,000 in eligible business investments;
have a minimum personal net worth of $300,000;
have 3+ years of experience as an active business owner-manager or 4+ years as a senior manager within the last 5 years;
take on a minimum of 51 per cent ownership;
create a minimum of one new job for a Canadian citizen or permanent resident of Canada.
All candidates receive a score upon registering and the highest-scoring candidates are invited to submit a full application to the BC PNP through monthly invitation rounds.
So far this year 22,600 principal applicants in the Express Entry pool were issued Invitations to Apply (ITAs). By this time in 2019, Canada had issued 21,200 ITAs, and in 2018 it was 17, 500. The first quarter of 2017 yielded more ITAs at 24,632.
The number of ITAs issued in this quarter grew 25.5 per cent from the previous quarter. Canada issued 18,000 ITAs in the fourth quarter of 2019. One of the draws from that timeframe was a Federal Skilled Trades Program draw that rendered 500 invitations to candidates with Comprehensive Ranking System (CRS) scores as low as 357.
This quarter, however, Canada held its largest Express Entry draw ever on February 19, inviting 4,500 principal applicants to apply for permanent residence.
Express Entry is the name for Canada’s economic-class immigration application management system for three federal programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.
Profiles are submitted to the Express Entry pool and ranked according to human capital factors such as age, work experience, education, and official language proficiency.
Candidates with the highest CRS scores are then invited to apply for Canadian permanent residence through regular Express Entry draws.
One way candidates can improve their CRS score is by obtaining a provincial nomination from a Canadian province or territory.
Enhanced Provincial Nominee Program draws
Canadian provinces have been using their enhanced Provincial Nominee Programs to nominate Express Entry candidates for permanent residence. Almost all provinces and territories, except Quebec and Nunavut, have enhanced programs.
Enhanced programs work in conjunction with Express Entry. They allow provincial governments to nominate Express Entry candidates who support their population and labour market goals. They also have a shorter processing standard than provincial base programs that operate independently from Express Entry.
Provincial governments hold their own provincial nominee draws where Express Entry candidates are invited to apply for a provincial nomination. If they receive the nomination they will be awarded an additional 600 CRS points in a subsequent federal Express Entry draw.
Ontario held three draws this past quarter through two immigration streams: Human Capital Priorities Stream, and French-Speaking Skilled Workers stream.
The French-Speaking Skilled Workers stream was the first Ontario Immigrant Nominee Program (OINP) draw of 2020. On January 9, Ontario invited 242 french-speaking candidates to apply for a provincial nomination.
The two Human Capital Priorities Streams invited a grand total of 1,440 Express Entry candidates to apply for a provincial nomination. The January 15 draw invited 954 candidates with work experience in one of six eligible occupations in the tech industry. The following draw, on February 13, invited candidates in 10 skilled occupations such as nurses, managers, and accountants among others.
The Alberta Immigrant Nominee Program (AINP) held five draws this quarter through the Alberta Express Entry Stream. Three of those invited candidates with CRS scores as low as 300, and the other two required a CRS of at least 350. Alberta’s enhanced stream has issued 751 invitations so far this year.
Provinces such as British Columbia, Saskatchewan, Manitoba, and Prince Edward Island have also been releasing the draw results of their Express Entry-aligned streams.

USCIS first announced plans for electronic pre-registration in early 2019. Online registration costs $10 per application, and only those companies whose registrations are selected via the subsequent lottery will complete the (much lengthier) visa petitions. “By streamlining the H-1B cap selection process with a new electronic registration system, (the government) is creating cost savings and efficiencies for petitioners and the agency, as only those selected will now be required to submit a full petition,” deputy director of USCIS, was quoted as saying when the system was first announced.
Ever since that announcement, H-1B critics have claimed that easy pre-registration will encourage firms to flood the system with applicants, which in turn could thwart any attempts to truly make the H-1B a visa for “specialized talent.” Many of these critics point to consulting and business-services firms as the most likely to abuse this new system. As predicted, this new data from USCIS suggests the pre-registration platform was flooded with applicants, and less than half had the advanced degrees that usually delineate specialized talent—however, that doesn’t mean all those applications will make it through to the visa stage.
Indeed, the rest of the H-1B visa process has seen its share of crackdowns. The National Foundation for American Policy (NFAP), which digests and analyzes data from USCIS, offers up regular breakdowns of H-1B data. Its most recent one shows that, for all four quarters of fiscal year 2019, denial rates rose for H-1B petitions for initial employment. Will that situation continue? Dice’s separate analysis of USCIS data shows that the rate of initial H-1B approvals (as well as approvals post-RFE) has crept up slightly, but denials are still way up over the pre-Trump yearsRecent pressure from the administration—including a rising rate of denials—hasn’t slowed attempts to land an H-1B visa, according to new data from the Citizenship and Immigration Services.
There were 275,000 individual entries to the new electronic pre-registration system for the 2020-2021 fiscal year, a 25 percent increase in H-1B filings year-over-year. Some 43 percent of this year’s pre-registrants had advanced degrees.
This is the first year that USCIS has adopted this electronic pre-registration process, and the agency is claiming success. “As a result of this modernized process, the amount of paper and data exchanged between USCIS and petitioners will dramatically decrease this year,” USCIS Deputy Director for Policy wrote in a statement. “The positive feedback received by users of the H-1B registration system, the limited amount of technical issues experienced during the registration period, and the ability to immediately respond to questions from registrants was the result of a comprehensive effort developed over the course of more than a year.”

Rather, there would be a period of 14 calendar days in which the government could seek to regain the confidence of MPs, or, another government — likely led by Corbyn — could seek to be formed. If no government can hold the confidence of the House, then Parliament would be dissolved, and an election called. With only 72 days left before the March 29 Brexit deadline, there is massive uncertainty about the future of the United Kingdom.
Following the overwhelming defeat of her Brexit deal in the House of Commons on January 15, May faces a confidence vote moved by Labour Party leader Jeremy Corbyn. If May survives the vote, she must bring a “Plan B” to the House by next Monday. However, it is challenging to imagine a plan that could pick up the support of enough members of the House to pass in that Chamber. Even if May can find that compromise, it remains to be seen whether it would be one that the European Union could accept. The Brexit deal, after all, must be a negotiated agreement between the United Kingdom and the European Union.
In the aftermath of Wednesday’s historic vote, there has been mention of cross-party discussion to find a solution, but May is more a political warrior than a conciliator, and serious politics are at play. With 116 Tories voting against her deal, she is likely thinking that she might save her party’s political power — and her own — by bending to their demands. And many of them are rabid Brexiters, who would be happier with crashing out of the European Union without a deal than with the one she negotiated. They abhor the Northern Ireland backstop that prevents chaos on the border with the Republic of Ireland, and the idea that European Union rules would still govern the movement of goods and people across that border.

There are numerous criticisms of the new UK visa points based system due to be implemented from 1 January 2021. If low skilled workers are not allowed into the Country under the new system, this is likely to mean serious skills shortages.
Is it really that likely that in 2021 you will suddenly be able to replace newly arriving EU and EEA workers, who in the past would come to the UK to do these jobs, with UK residents? Are there actually enough people in the UK out of UK citizens and migrants already in the Country, even at a higher salary, who are willing to do these lower level jobs? The modern version of ghostly apparitions and chanting witches — have tried to warn May how to avoid the tragic fate she is bringing upon herself and her country. Overweening ambition could well bring down another political protagonist, but more importantly, it threatens ruinous consequences to her country as well.
Under the Fixed-term Parliaments Act 2011, a passed motion of non-confidence would not result in an immediate election. Rather, there would be a period of 14 calendar days in which the government could seek to regain the confidence of MPs, or, another government — likely led by Corbyn — could seek to be formed. If no government can hold the confidence of the House, then Parliament would be dissolved, and an election called. With only 72 days left before the March 29 Brexit deadline, there is massive uncertainty about the future of the United Kingdom.
Following the overwhelming defeat of her Brexit deal in the House of Commons on January 15, May faces a confidence vote moved by Labour Party leader Jeremy Corbyn. If May survives the vote, she must bring a “Plan B” to the House by next Monday. However, it is challenging to imagine a plan that could pick up the support of enough members of the House to pass in that Chamber. Even if May can find that compromise, it remains to be seen whether it would be one that the European Union could accept. The Brexit deal, after all, must be a negotiated agreement between the United Kingdom and the European Union.
In the aftermath of Wednesday’s historic vote, there has been mention of cross-party discussion to find a solution, but May is more a political warrior than a conciliator, and serious politics are at play. With 116 Tories voting against her deal, she is likely thinking that she might save her party’s political power — and her own — by bending to their demands. And many of them are rabid Brexiters, who would be happier with crashing out of the European Union without a deal than with the one she negotiated. They abhor the Northern Ireland backstop that prevents chaos on the border with the Republic of Ireland, and the idea that European Union rules would still govern the movement of goods and people across that border.

As speaker John Bercow bellowed “Order, order, order!” as parliamentarians erupted in roars at the massive defeat of Prime Minister Theresa May’s Brexit deal, one could be forgiven for finding the scene almost comedic. But, as one reflects on the depths of the disputation and dysfunction, it seems the world may be witnessing a great British tragedy.
Prime Minister May is the perfect Shakespearean protagonist. She is proud, politically driven, stubborn, strong-willed and capable; this combination of character traits bears the seeds of tragedy. The insights of political pundits — the modern version of ghostly apparitions and chanting witches — have tried to warn May how to avoid the tragic fate she is bringing upon herself and her country. Overweening ambition could well bring down another political protagonist, but more importantly, it threatens ruinous consequences to her country as well.
here has been speculation that May would leave Corbyn, her main political adversary, out of cross-party talks. Seventy-one members of Corbyn’s Labour Party are hurriedly laying the groundwork for a second peoples’ vote in the event that May wins the confidence vote, even though their own leader has declined to commit to that approach, preferring to renegotiate for a customs union. There seems to be only the slimmest of chances that Corbyn could find sufficient numbers of members of Parliament to pass the vote of non-confidence. Northern Ireland’s Democratic Unionist Party members have already said they would align with May, even though they voted against her Brexit deal. The Liberal Democrats and the Scottish National Party, on the other hand, might align with Corbyn in the desire for a new approach to the Brexit question if he shows more flexibility than he has to date. Are there any Tories discontented enough with May’s leadership, her deal and the risks of a hard Brexit to defect to the Corbyn side? A small number of defectors could play a crucial role in helping to find a compromise that will prevent the dreaded “crash-out” Brexit.
